The purpose of this sources sought notice is to conduct market research and identify potential sources of commercial products/services that satisfy the Government’s anticipated needs.

BACKGROUND

The National Institute of Standards and Technology (NIST) Physical Measurement Laboratory (PML) Quantum Measurement Division is developing single-photon devices for applications in optical metrology and quantum networking. Single-photon detectors, such as single-photon avalanche diodes and superconducting nanowire detectors, are microfabricated devices operated at low or cryogenic temperatures and convert a single photon into an electrical signal. These devices need to be operated in a hermetic package or environment and require an electrical wire-bond connection between the planar surface of the detector and whatever conductor exits the hermetic environment. Furthermore, single-photon detectors can provide picosecond timing precision, and the design of this wire bond connection, its parasitic inductance and capacitance, can have an impact on the performance of the device. NIST not only designs, assembles, and tests advanced single-photon detection systems, NIST also modifies and repairs existing single-photon detectors to achieve higher performance. For all these activities a versatile wire bonder is necessary. Moreover, the Quantum Measurement Division has recently received a single-photon detector from NIST-Boulder that requires repair. Until this device is repaired its use to advance NIST’s quantum networking research is impossible.

NIST requires a versatile benchtop wire bonder for device prototyping and repair, including a compatible stereo microscope system and work illumination system, a complete heated-work-holder system, tools necessary for setting up, using, and maintaining the wire bonder including a gram gauge, and training on the tool’s use and maintenance.

NIST is seeking information from sources that may be capable of providing a commercial item solution that meets or exceeds the following draft minimum specifications:

1. A complete benchtop ultrasonic wire bonder with a three-axis micro-manipulator and touch-screen interface


2. Capable of fully manual 3 dimensional control (x,y,z), or semi-automatic (semi-auto Z, manual X&Y) operation


3. Powered by 115 V standard US electrical power


4. Capable of full operation without a compressed air/gas supply


5. Capable of both wedge-wedge bonding and ball-wedge bonding


6. Wire feed convertible changeable from 45 degrees to 90 degrees


7. Capable of bonding Au and Al wires


8. Capable of Au wire bonding with wire diameters from at least 18 um to 75 um or greater


9. Capable of Au ribbon bonding with ribbons up to 25 um x 250 um or greater


10. Manual control mechanical ratio of 6:1 or greater


11. A work-space throat depth of > 120 mm


12. Bonding tool horizontal travel > 12 mm


13. Bonding tool vertical travel > 12 mm


14. Programmable bonding-tool force from 120 g


15. Selectable ultrasonic bonding power from
    
16. Bond time programmable from 10 ms to 1000 ms


17. Bonding tool: diameter 12 mm


18. A memory for storing and retrieving multiple bonding settings


19. An adjustable-height heated work holder for flat packages


20. Work holder diameter of at least 2.5”


21. A temperature controller compatible with the heated work holder


22. An integrated stereo microscope and LED illumination system


23. All tools necessary for setting up, using and maintaining the wire bonder including a gram gauge


24. Training on the use, maintenance, and troubleshooting of the wire bonder

Provide a copy of manufacturer standard terms and conditions that typically relate to the sale of the specified equipment, if available.

• State whether your company offers facility renovation services related to installation of the recommended equipment at its delivery destination, if required per the NIST-identified minimum specifications, and provide description of said services. Indicate if your company performs the facility renovation services or typically subcontracts the work to another company. Indicate if your company would be interested in inspecting the intended installation site during the market research phase.

• State published price, discount, or rebate arrangements for recommended equipment and/or provide link to access company’s published prices for equipment and services.

• If the recommended equipment and related services are available for purchase on any existing Federal Supply Schedule contract(s) or other contracts against which NIST may be able to place orders, identify the contract number(s) and other relevant information.

• Identify any customers in the public or private sectors to which you provided the recommended or similar equipment. Include customer(s) information: company name, phone number, point of contact, email address.

• Provide any other information that you believe would be valuable for NIST to know as part of its market research for this requirement.

• State if you require NIST to provide additional information to improve your understanding of the government’s requirement and/or would like to meet with NIST representatives to discuss the requirement and the capabilities of the identified equipment.

This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.

NIST reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.

Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s capability.
