PRESOLICITATION SYNOPSIS FOR COMMUNICATION PLANNING AND SUPPORT SERVICES



SOLICITATION W9124J-25-R-0010



The Mission and Installation Contracting Command-Fort Sam Houston intends to issue a request for proposal (RFP) to provide Communication Planning and Support Services for the U. S. Army Office of the Chief of Public Affairs (OCPA), located at the Pentagon, Washington D.C. The vehicle to be used for this acquisition will be a Firm Fixed Price Contract with Costs CLINs for Other Direct Costs (ODCs). The anticipated period of performance will include a 12 month base and four (4) 12 month option periods. The base year will start 3 January 2025 and end 2 January 2026. OCPA is responsible for monitoring the contractual requirements.



The Contractor shall provide technical expertise in business best practices, process engineering, full-spectrum communication, information technology (IT) operations; and management in support of Business Rules and OCPA Operations Support; Communication Research, Analysis and Evaluation; Communication Planning; Communication Product Development; Army Outreach Support; Professional Development and Training; Exhibit Management; and Executive Communication Support. These services shall include support of Army communication challenges which involve extremely sensitive issues, large programs, supporting Soldiers and Families and telling the Army story to diverse audiences and centers of influence as defined in the draft Performance Work Statement. This Pre-solicitation Notice is posted in response to the sources sought inquiry W9124J-25-R-CPST, which was posted on 20 September 2024.



This solicitation is 100% set-aside for a Service-Disabled Veteran-Owned Small Business (SDVOSB). North America Industry Classification System (NAICS) code 541611, Administrative Management and General Management Consulting Services, with a size standard of $24.5M, will be applicable to this procurement. All responsible SDVOSB sources may submit a proposal.



It is anticipated that the RFP will be posted on System for Award Management website, SAM.gov on or about 02 December 2024 with an anticipated closing dated on or about 20 December 2024. These dates are subject to change. All amendments to the solicitation will be likewise posted on this website. Contractors are advised to check the website periodically for amendments. Solicitation mailing list will not be compiled and amendments will not be sent out via paper copy.



All contractors must be registered in SAM.gov to be eligible for award of a final contract.



Verbal offers, faxed offers and faxed amendments will not be accepted.



A question period will be offered at time of solicitation and detailed information regarding the question period will be explained in the solicitation documents
