On February 23, 2026, a Mandatory Pre-bid Conference was held at North Carolina Department of

Transportation’s Office located at 1584 Yanceyville Street in Greensboro, NC. The following people

After each person introduced themselves, Jennifer Sour (Division Seven Assistant Contract

Engineer) opened the mandatory pre-bid meeting for MG00497, culvert restoration

contract in Alamance County at 1:00 pm on Monday February 23, 2026, in Division 7

Project Delivery room with introductions and overview of the meeting. She mentioned that

we were meeting that day for Pre-Bid Meeting for culvert restoration using method B form

and fold liners, dewatering, repair and installation Contract MG00497 (Alamance County)

on various primary and secondary routes to go over the contract and ask questions about

the line items or provide specifics for any clarification. She also said:

• This type of contract using this method is the first one in the division

• Jennifer thinks Category B Fold and Form flexible liners, Pre-Installation

Inspection, Pipe Clean-out, Grouting Host Pipe, Inlet & Outlet Sealing, De-

Watering is straight forward

• A disposal plan must be submitted to the engineer at least 10 days before

installation is required and will be sent to Jimmy Walker.

• The contract is as needed; initial locations are TBD (to be determined).

• The contact will use Method B. specification “fold and form flexible line”, a new

approach for Division seven

• Special provisions were adapted from existing pipe rehabilitation specifications

• The first inspection shall take place between 90 and 100 calendar days after

completion of installation for each culvert or system to a single outfall

• Jennifer thinks it’s straightforward for installation and cleanup

• The rest of the specifications in section R are all related to updates to various traffic

items

• The meeting addenda will be distributed as meeting minutes; attendees must sign

to acknowledge receipt.

• To bid contractors must print and mail the entire contract, including all pages and

addenda

• Maintenance contracts are typically mail-in, large construction projects are often

electronic

• All bidder questions should be routed through me (Jennifer Sour) to ensure

consistent information distribution

Jennifer asked Jimmy Walker if he had any information to add.

Jimmy Walker said:

• The submittal will be Send to the County Maintenance Engineer for the county

where work occurs (e.g. Jimmy Walker for Alamance, Orange CME for Orange

County, etc.)

• He has 10 to 12 pipes in Alamance County ready for this work. He aims to complete

and invoice this initial work before the July 1 fiscal year budget.

• Turnaround for new project usually takes a couple of weeks but it can be as fast the

next day depending on the contractor’s availability

• We have a table here in hotspot designated locations, currently it’s an as needed

contract, we have TBD

• Jimmy Walker does not think the identified pipes are in a live steam and will not

need much cleaning and de-watering
