ADDENDUM NO. 2
The attention of each firm is called to the following clarifications, additions to, and/or changes in
the Request for Qualifications dated February 9, 2026. Responding Offerors are notified that this
Addendum is made part of and incorporated in the original RFQ document.
QUESTIONS/ANSWERS
Below are questions received from potential firms responding to the RFQ, with the City’s response
shown in bold italics:
1. Are attachments allowed? If so, do they count toward the 18-page limit? Attachments are
not allowed; please follow the qualification package outline described on page 6.
2. If we do not use the allotted page limits outlined in the qualifications package, can those
pages be allocated to other sections? please follow the qualification package outlined on
page 6, which is preferred to maintain consistency along all submittals.
3. Is the scope of “5. Regulatory Compliance & Permitting” specific to stormwater
infrastructure projects only, or does it also include MS4 permit compliance (in addition to “2.
Asset Management & Planning” and “7. Post-Construction & Maintenance Planning”)? The
intent of Item 5 is for permitting and regulatory compliance required as part of design and
construction document development of infrastructure projects. See further clarifications
below.
4. Are covers and tables of contents included in the page count? No; a front cover sheet, a
back cover sheet, and a Table of Contents page may be excluded from the page count.
5. Does 18 pages mean 9 sheets of paper, printed double-sided to yield 18 pages. Or, does it
mean 18 sheets of paper, printed double-sided, yielding 36 pages? There should be no
more than 18 pages of content, meeting the outline described on page 6. Pages may be
single or double sided.
6. For clarification, is the 12-point font requirement mandatory, or would a legible 10-point font
be acceptable? To maintain consistency along all submittals, 12-point font is required.
7. Does the City maintain a current stormwater database, and if so, can bidding consultants
receive a copy of the stormwater database and/or the stormwater database shell? We’d
like to better understand the stormwater assets (inlets, manholes, pipes, SCM facilities) and
the asset attribution that must be collected and edited. The City manages a current
stormwater database within ESRI ArcGIS, and there are 604,356.78 feet of pipe, 9,221
drainage structures, and 329 SCMs mapped (public and private). At this time the database
is not available for distribution, but may be provided to a selected firm within a defined
scope of work at a future date.
8. Can the consultant edit the stormwater database offline and submit the database to the
City? The database may be provided to a selected firm within a defined scope of work.
9. What is the GIS deliverable format for the stormwater inventory and condition assessment
(file geodatabase)? Any data provided back in a file geodatabase projected into NC State
Plane.
10. Does the City maintain an ArcGIS Online (AGOL) environment? What version of ArcGIS is the
City utilizing? The city’s current environment is an enterprise geodatabase, ArcMap version
10.8, Portal version 10.8, and ArcGIS online environment. We also are utilizing ArcPro 3.5

11. Can the City provide its CAD/GIS standards? The city can work with any data provided in a
file geodatabase projected into NC State Plane.
CLARIFICATIONS
1) Item 5 (pg. 3) Regulatory Compliance & Permitting – The statement, “Support reporting
requirements for stormwater programs”, is intended to request general advisory support for
managing the stormwater program. All implementation and ongoing management of the
stormwater MS4 permit will be performed by City staff.
