Site Hours of Operation: 6:00 a.m. to 5:00 p.m. Monday through Saturday
Work Hours: 6:00 a.m. to 5:00 p.m. on weekdays. However, all construction activities that affect
tunnel operations must be limited to off-hours (after 5:00 p.m. on weekdays and up to 72 hours on
weekends). Off-hours work shall be incorporated into Bid. Additional payment will not be provided
for off-hours work.
Purpose:
The below-grade truck loading ramp (also known as the tunnel) in the Miami-Dade County
Department of Solid Waste Management’s Northeast Transfer Station experiences severe
flooding during intense rainfall events. The purpose of this project is to alleviate flooding in the
transfer tunnel by raising the elevation of the barrier walls on the north side of the tunnel and
elevating the roadway at the northern entrance.

Pre-Bid Meeting::
The project consists of furnishing all labor, materials, equipment, and tools necessary for the
proper execution, testing, and completion of the Work under this Contract. The scope includes,
but is not limited to:
1) Elevation of the transfer tunnel entrances to prevent stormwater inflow during flooding.
2) Elevation of the north retaining wall to prevent stormwater inflow during flooding.
3) Re-plumbing of the interior stormwater drains into the leachate drain to improve drainage within
the transfer tunnel.
4) Replacement of the leachate drain cover and two interior stormwater drain covers.
5) Abandonment of the two outer stormwater drains and the stormwater pump wet well.
6) Cleanout of the leachate drain and installation of a debris screen on the drain manhole.
7) Replacement of the transfer pumps and elevation of the control panel.
8) Replace curb sections with holes deeper than 2 inches; otherwise prep and patch holes.
9) Topping of the transfer pad.
10) Repair of any exposed rebar.
11) Repair of cracks in the retaining wall.
12) Regrading of the area to the southeast of the tunnel.

RECEIPT OF RFI QUESTIONS: 06/16/2026 at 3:00 PM EST.
2. This Request for Price Quotation (RPQ) is for a Miscellaneous Construction Contract. All terms
and conditions of the MCC Program are part of this contract and will be enforced.
3. Unless specified in the bid form, all applicable permit fees must be paid by selected contractor.
4. In the event the lowest responsible and responsive bid amount exceeds the project's cost
estimate, Miami Dade County may hold a meeting to request further cost reductions to align the
bid amount with the project's cost estimate. However, Miami Dade County will not engage in any
type of negotiations or modifications of the original scope, terms or conditions other than the price
reduction.
5. Refer to Article 2.14 below of the MCC Program to further clarify the license requirements:
2.14 LICENSE QUALIFICATIONS OF CONTRACTORS:
A) All Contractors must hold a current valid State of Florida Certified General Contractor License,
as required by the Florida Building Code, for the types of Work covered by the Contract at the
time of RPQ submission and maintain the same throughout the duration of the project. The
certificate(s) is to be issued by: The State of Florida Construction Industry Licensing Board,
pursuant to the provisions of Section 489.115 of the Florida Statute and registered with the Miami-
Dade County Building Department or, The Dade County Construction Trades Qualifying Board,
pursuant to the provisions of Section 10-3(a) of the County Code. Holders of Miami-Dade County
Certificates of Competency must also hold Certificates of Registration issued by the State of
Florida Construction Licensing Board, pursuant to the provisions of Section 489.115 or Section
489.117 of the Florida Statutes.
B) Proof of such Certificate(s) must be submitted at the time of initial response and maintained
current throughout the contract period. The County may request proof of continued certification at
any time during the contract period. Failure to provide such proof within five (5) working days from
notification by the County shall result in the removal from the contract and the rejection of any
current or future RPQ bid submissions.
C) Subsequent to the commencement of the Contract, the County may require specific
qualifications based on a Project’s scope of work. Such requirements will be included within the
RPQ.
6. PRIME CONTRACTOR MUST BE ABLE TO PULL MASTER PERMIT.
7. Per Florida Statue 255.078, 5% retainage will be held for construction projects greater than
$200,000.00.
8. Inspector General fees are applicable to this project.
DISCLOSURE:
• Contractor shall indemnify and hold harmless the County and its officers, employees, agents and instrumentalities from
any and all liability, losses or damages, including attorneys’ fees and costs of defense, which the County or its officers,
employees, agents or instrumentalities may incur as a result of claims, demands, suits, causes of actions or proceedings
of any kind or nature arising out of, relating to or resulting from the performance of this Agreement by the Contractor or its
employees, agents, servants, partners principals or subcontractors. Contractor shall pay all claims and losses in
connection therewith and shall investigate and defend all claims, suits or actions of any kind or nature in the name of the
County, where applicable, including appellate proceedings, and shall pay all costs, judgments, and attorney’s fees which
may issue thereon. Contractor expressly understands and agrees that any insurance protection required by this
Agreement or otherwise provided by the Contractor shall in no way limit the responsibility to indemnify, keep and save
harmless and defend the County or its officers, employees, agents and instrumentalities as herein provided.
The Contractor shall furnish to Department of Solid Waste Management, Dr. Martin Luther King Jr. Office Plaza, 2525
NW 62 Street, Suite 5100, Miami Fl 33147, Certificate(s) of Insurance which indicate that insurance coverage has been
obtained which meets the requirements as outlined below:
A. Worker’s Compensation Insurance for all employees of the Contractor as required by Florida Statute 440.
a. If applicable should include coverage required under the U.S. Longshoremen and Harbor Workers’ Act (USL&H)
and/or Jones Act for any activities on or about navigable water.
B. Commercial General Liability in an amount not less than $300,000 per occurrence, and $600,000 in the aggregate.
Miami-Dade County must be shown as an additional insured with respect to this coverage.
C. Automobile Liability Insurance covering all owned, non-owned and hired vehicles used in connection with the work, in
an amount not less than $300,000 combined single limit per occurrence for bodily injury and property damage.
*Under no circumstances are Contractors permitted on the Aviation Department, Aircraft Operating Airside (A.O.A) at
Miami International Airport without increasing automobile coverage to $5 million. Only vehicles owned or leased by a
company will be authorized. $1 million limit applies at all other airports.
VERIFICATION OF EMPLOYMENT ELIGIBILITY (E-VERIFY):
By entering the Contract, the Awarded Bidder becomes obligated to comply with the provisions of Section 448.095, Florida
Statute, titled "Verification of Employment Eligibility." This includes but is not limited to utilization of the U.S. Department of
Homeland Security’s E-Verify System to verify the employment eligibility of all newly hired employees by the Awarded
Bidder effective, January 1, 2021, and requiring all Subcontractors to provide an affidavit attesting that the Subcontractor
does not employ, contract with, or subcontract with, an unauthorized alien. Failure to comply may lead to termination of
this Awarded Bidder, or if a Subcontractor knowingly violates the statute, the subcontract must be terminated immediately.
Any challenge to termination under this provision must be filed in the Circuit Court no later than twenty (20) calendar days
after the date of termination. If this Contract is terminated for a violation of the statute by the Awarded Bidder, the Awarded
Bidder may not be awarded a public contract for a period of one year after the date of termination, and the Awarded Bidder
may be liable for any additional costs incurred by the County resulting from the termination of the Contract. Public and
private employers must enroll in the E-Verify System (http://www.uscis.gov/e-verify) and retain the I-9 Forms for inspection.
