INVITATION TO BID
Town of Tewksbury, MA (Owner) invites Bidders to submit sealed Bids for Devonshire Road Pump Station Improvements, which includes: demolition, replacement, and installation of a backup electrical generator, two submersible chopper pumps, pump mounting equipment, instrumentation, control panels, electrical enclosures, concrete slabs; and all materials and equipment, construction, and services inherent to the Work.
The Work shall be substantially complete within 400 calendar days from the commencement of Contract Time and completed and ready for final payment within 430 calendar days from the commencement of Contract Time.
The Project being bid is subject to Massachusetts General Laws, Chapter 30, Section 39M.
Bidding Documents may be obtained on or after January 23, 2025, at 10:00 a.m. electronically at no cost by registering at

Bidding Documents may be examined at Owner’s offices on or after January 23, 2025, at 10:00 a.m. at the following location, Monday through Friday between 7:00 a.m. – 3:00 p.m.

A pre-Bid conference will not be held. A Site visit will be held at 11:00 a.m. local time on January 29, 2025, towards the end of Devonshire Road near Rogers Street. Bidders are encouraged to attend.
Sealed Bids will be received until 11:00 a.m. local time on May 28, 2025, by Owner at the Department of Public Works, 999 Whipple Road, Tewksbury, MA 01876, Attention: Andrew Stack, Town Engineer. Bids will then be publicly opened and read aloud. Bids received after the time of announced opening will not be accepted.
Complete sets of Bidding Documents shall be used in preparing Bids; neither Owner nor Engineer assumes any responsibility for errors or misinterpretations resulting from the use of incomplete sets of Bidding Documents, Bidding Documents or any portion thereof provided by third parties, or for modifications to the Bidding Documents not made by official Addenda, including electronic conversion.
Bid security in the amount of 5 percent of the Bid must accompany the Bid in accordance with the Instructions to Bidders.
Prevailing wage rates as issued by the Director of the Executive Office of Labor and Workforce Development, Department of Labor Standards under the provisions of Massachusetts General Laws, Chapter 149, Sections 26 to 27D inclusive, as amended, apply to this Project. It is the responsibility of the Bidders, before Bid opening, to request if necessary, any additional information on prevailing wage rates for those trades people who may be employed for the proposed Work under the resulting Contract.
Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, not to be responsible or eligible or not to meet the specified qualification or quality requirements, based on poor references or otherwise. Owner also reserves the right to waive all informalities not involving price, time, or changes in the Work. Award is subject to available funding.
