Vendor shall submit draft SAP in electronic format to TCAU for review, comment and approval prior to performing field work. Vendor shall incorporate all comments provided by TCAU and submit a final version of SAP in PDF format at least Ten (10) workdays prior to beginning field work. (paid per final plan)

Transportation of all equipment, supplies, and personnel to and from worksite (paid as lump sum per occurrence and cannot be more than 2% of the TOTAL AMOUNT BID for the project)

Time and labor of a certified well driller / operator, equipment, and materials to perform discrete interval soil sampling continuous coring, soil gas survey points, sub-slab gas survey points, or similar work (paid per day)

Professional personnel possessing a degree in geology, biology, engineering, environmental science, or other applicable field, capable of completing highly technical work, such as but not limited to, field investigation management, borehole logging (soil sample description, organic vapor monitoring, and data interpretation), soil vapor sample collection, low-flow groundwater sampling, health and safety monitoring, and sample documentation/management. Hourly rate shall include all travel, lodging (if necessary), and per diem (per hour)

Professional personnel certified by WVDEP as a License Remediation Specialist capable of completing highly technical work, such as but not limited to, field investigation management, borehole logging (soil sample description, organic vapor monitoring, and data interpretation), soil vapor sample collection, low-flow groundwater sampling, health and safety monitoring, sample documentation, site management and approval of risk-based plans and reports. Hourly rate shall include all travel, lodging (if necessary), and per diem (per hour).

Degreed or non-degreed personnel capable of performing physical tasks, such as but not limited to, labor, sample collection, field data collection, equipment decontamination, and boring/well installation support. Hourly rate shall include all travel, lodging (if necessary), and per diem. Please note this line item is for independent tasks and should not be estimated for line items that already include certified workers or operators, which are included in the equipment price. (per hour.)

This item shall include all material, tubing, pump, all other ancillary equipment and monitors necessary to properly conduct low flow purging and sampling of groundwater monitoring wells (per day).

This item is for the use of a handheld portable Photo Ionization Detector (PID). Must have the standard 10.6.3V lamp and be able to measure volatile organic compounds such as benzene. This line item includes meter, calibration kit and all other accessories necessary to accurately detect volatile organic compounds with a 1-PPM detection limit (per day)

This item is for the sample collection containers, labor, by a certified person, to conduct the sample collection, preservation, delivery, (to an NVLAP accredited lab), and analysis of samples for asbestos. This line item shall include all lab fees associated with the analysis (per sample)

This item is for the collection, preservation, delivery (to a WVDEP certified lab), and analysis of samples for volatile organic compounds via EPA method TO-15. This line item shall include all lab fees associated with obtaining sampling containers and analysis (per sample).

This line item should also include but is not limited to maps, drawings, and site sketches necessary to complete reports that are to be submitted to WVDEP. WVDEP reserves the right to develop a template to be provided to the Vendor for modification to site-specific conditions to reduce costs to the State (per report).

3.2.35.1        Vendor shall provide a draft version of all reports (using WVDEP templates when available) to TCAU in electronic format (Word/docs or .pdf ) for review and comment no later than forty-five (45) days following the completion of the field work.         3.2.35.2        Vendor shall incorporate all comments provided by TCAU and provide a final version of all reports (using WVDEP templates when available) in PDF format no later than fourteen (14) days following receipt of TCAU comments.
