The City of Newton (herein referred to as the OWNER) is requesting sealed bids for improvements to the James H. Easom Field Airport.

All bids shall be marked “Airfield Asphalt Surface Treatment & Marking - 5/21/2026” on the outside of the envelope.

All bids shall be submitted to the James H. Easom Field Airport until 2:00 PM local time, Thursday, May 21, 2026 at the Newton City Hall, 203 E Church St. PO Box 300, Newton, MS 39345, or by electronic submission at https://www.neel-schafferplans.com/ , until 2:00 PM local time Thursday, May 21, 2026,.

Bids will be opened in the Conference Room at the Newton City Hall.

Any bids received after the specified time will NOT be opened. The City of Newton reserves the right to reject any and all bids.

The work is generally described as follows: Improvements to the James H. Easom Field Airport via Airfield Asphalt Surface Treatment & Marking.

The contract time for the Base Bid is 21 calendar days.

Liquidated damages in the amount of $ 300.00 will be assessed for each calendar day thereafter.

A pre-bid conference is planned for this project on Tuesday, May 12, 2026 at 2:00 PM in the Airport Conference Room at the James H. Easom Field Airport. It is strongly recommended that prospective bidders attend the pre-bid conference.

Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors establishing classification as to the value and type of construction work on which he is authorized to bid.

Bidders attention is invited to the Instructions to Bidders relative to pre-award, equal employment opportunity requirements, and non-segregated facilities.

Bids must be submitted on the standard form of bid proposal and must include a Bid Bond in the amount of 5% of the Bid. The successful bidder will be required to execute the standard form of Contract and Agreement, together with a 100% Performance Bond and a 100% Payment Bond, within 10 days after formal award of the contract.

The bidder shall guarantee to hold their bid good and may not withdraw the bid for a period of 90 calendar days after the scheduled closing time for receiving bids.

This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.

This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The owner has established a contract goal of zero percent (0%) participation for small business concerns owned and controlled by qualified disadvantaged business enterprises (DBE). The bidder shall make and document good faith efforts, as defined in Appendix A of 49 CFR Part 26, to meet the established goal.

The award, if made, will be made to the party submitting the bid deemed most favorable to the Owner at the time the conditions are stipulated. The Owner reserves the right to reject all bids and to waive any informalities or irregularities in the bids received.
