This procurement request seeks to acquire specialized training ammunition that aligns with the Police Department’s firearms training and qualification needs. The ammunition is essential to ensure safe and consistent performance across all training platforms, particularly in indoor and close-quarters environments. Florida Bullet, Inc. is uniquely positioned as the sole source provider authorized to supply Federal and Speer Law Enforcement ammunition within Florida.
The purchase complies with the City of Hialeah’s Purchasing Manual (Section 26 – Sole Source Purchases), which permits noncompetitive procurement when only one supplier can fulfill the department’s operational requirements. All documentation substantiating the sole source determination, including the manufacturer’s letter and quotation, are attached for reference
The Hialeah Police Department conducts quarterly firearms training for all sworn personnel and must maintain a consistent ammunition supply compatible with the department’s existing range protocols and ballistic standards. The department previously purchased identical ammunition types through Florida Bullet, Inc., establishing consistency in training results and safety performance.
A continued relationship with the same manufacturer and distributor ensures the reliability and compatibility of training ammunition with the department’s duty weapons and frangible range specifications. Failure to procure from the sole authorized distributor would result in delays, supply chain disruption, and potential noncompliance with manufacturer warranty and performance specifications.
