NOTICE OF INTENT TO SOLE SOURCE
The Port Authority of New York and New Jersey (PANYNJ) intends to establish a sole
source contract with eClinicalWorks, LLC (eCW), located in Westboro, MA, to provide
the following:
SCOPE: Software product offering comprehensive electronic health record and practice
management solutions for the purpose of delivering patient care to represented
and non-represented employees.
BRIEF DESCRIPTION: Provide electronic health record software, practice management
services, and technical support for the Agency's Occupational Health and Medical Services
operations. Services include system maintenance, software updates, troubleshooting
assistance via a sandbox environment, user account administration, and support for clinical
documentation and appointment scheduling workflows. Vendor shall maintain secure
access to employee medical records and support compliance with HIPAA and applicable
regulatory requirements.
In addition to supporting the PANYNJ's active electronic health record and practice
management operations, the selected vendor shall be required to support the continued
maintenance, accessibility, and administrative management of legacy medical records and
related historical data maintained within the existing eCW environment. These records may
include archived or inactive employee medical information associated with prior
regulatory, compliance, audit, or operational requirements.
Respondents should acknowledge that portions of the legacy records infrastructure may
remain operationally integrated with the PANYNJ's current medical records environment
and workflows. As such, transition planning, data management, user access administration,
and ongoing technical support for legacy repositories may require coordination with the
incumbent platform and additional technical assessment to ensure continuity of operations,
regulatory compliance, and preservation of historical medical documentation.

The Port Authority does not guarantee that firms responding to this notice will be rendered
a request to tender an offer for this procurement. In addition, the Port Authority does not
guarantee that any solicitation will occur for this procurement, but reserves the right to
solicit proposals.

affirmatively ensure that for any contract entered into pursuant to this advertisement,
businesses will be afforded full and fair opportunity to submit bids in response to this
