The New York City Mayor’s Office of Labor Relations (OLR) is seeking responses from a qualified entity to administer a one-time verification of dependent eligibility for OLR in its administration of the New York City Health Benefits Program (HBP) either directly or through subcontracts with organizations qualified to perform all or some of the Project Services required by this NA.

RESPONSES MUST BE RECEIVED BY NO LATER THAN 2:00 P.M. EST, April 18, 2025 . LATE PROPOSALS WILL NOT BE ACCEPTED.

HBP is constructed through the collective bargaining process between the City and the Municipal Labor Committee (MLC), an umbrella organization to which the municipal unions belong.  The City of New York currently provides many health plan options for City employees, Participating Employers employees, pre-Medicare Retirees and Medicare eligible retirees and their dependents.

Through HBP, the City provides coverage to approximately 650,000 City employees, Participating Employers employees, pre-Medicare Retirees and Medicare eligible retirees, as of December 31, 2023.  Eligible covered dependents bring the total number of covered lives to approximately 1,200,000.

OLR is seeking a vendor to provide a one-time dependent eligibility audit thought vendors who are qualified to perform the services required by this NA within the time constraints and in an efficient and expeditious manner.

OLR has received approval from the New York City Mayor’s Office of Contract Services (MOCS) to use a competitive Negotiated Acquisition pursuant to Section 3-04(b)(2)(ii) of the New York City Procurement Policy Board Rules, as there are a limited number of vendors available and able to perform the work.

The following potential vendors are requested to submit a response to this Negotiated Acquisition:
1. Deloitte Consulting LLP
2. Aon
3. Gainwell Technologies
4. Alight

Due to the complexities surrounding the rules and regulations which govern employee health benefits programs and the uniqueness, size and security requirements of the City’s Health Benefits Program, OLR has concluded that the limited number of vendors listed above have the capabilities and capacity to perform the above healthcare actuarial consulting work for the best value to the City. In addition to seeking to enter into negotiations with the above listed vendors,  OLR will provide the opportunity for other qualified vendors to submit a response to the negotiated acquisition.

OLR plans to select a vendor on the basis of factors stated in the Negotiated Acquisition solicitation document which include, but are not limited to: the respondent’s experience, organizational capability and program approach to providing the services described in the Negotiated Acquisition solicitation document.

The anticipated term of the contract with OLR for dependent eligibility verification services is anticipated to be from July 1, 2025 to June 30, 2028.
