NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS
FOR TIERED PROJECTS AND PROGRAMS

On or after July 2, 2025 the City of Warren, Ohio will submit a request to the United States
Department of Housing and Urban Development for the release of HOME Investment
Partnerships Program (HOME) funds under Title II of the Cranston-Gonzalez National
Affordable Housing Act (42 U.S.C. 12721 et seq.), to undertake the following project:
Tier 1 Broad Review Project/Program Title: Tier-1-Homeowner-Homebuyer-Rehab-2025-
2027.
Purpose: To improve the supply of safe, sanitary, and affordable housing within the Warren-
Trumbull HOME Consortium.
Location: Trumbull County, Ohio with the exception of municipalities within the county that
chose not to participate in the Consortium, (Cortland, Girard, McDonald, & Niles); addresses
will be assessed in the site-specific reviews.
Project/Program Description: The Warren-Trumbull HOME Consortium assists low- to
moderate-income, single-family homeowners living within Trumbull County to rehabilitate their
property in order to improve the supply of safe, sanitary, and affordable housing. Additionally,
the Warren-Trumbull HOME Consortium participates in the acquisition and rehabilitation of
single-family homes for sale to low- to moderate-income individuals/families for which the
property would serves as their primary residence. Rehabilitation activities can include the
following: exterior painting; installation/replacement of vinyl siding; replacement/repair of roof
systems; repair/replacement of exterior doors and windows; repair of existing porches, steps,
and sidewalks; repair/replacement of driveways; ADA compliant access upgrades and
improvements for recipients meeting ADA criteria; any improvements required to bring the unit
up to residential rehabilitation standards, and local codes. Time frame will cover potential
projects between June 1, 2025 and December 31, 2027. No trees will be disturbed during the
course of any projects. Tier 2 site specific reviews will be completed for those laws and
authorities not addressed in the tier 1 broad review for each address under this program
when addresses become known.

Tier 2 Site Specific Review: The site-specific reviews will cover the following laws and
authorities not addressed in the Tier 1 broad review: “Airport Hazards” - Clear Zones and
Accident Potential Zones( 24 CFR Part 51 Subpart D); “Flood Insurance” - Flood Disaster
Protection Act of 1973 and National Flood Insurance Reform Act of 1994 (42 USC 4001-4128
and 42 USC 5154a); “Contamination and Toxic Substances” - 24 CFR 50.3(i) & 58.5(i)(2);
“Floodplain Management” - Executive Order 11988, particularly section 2(a); 24 CFR Part 55;
“Historic Preservation” - National Historic Preservation Act of 1966, particularly sections 106
& 110; 36 CFR Part 800; “Noise Abatement and Control” - Noise Control Act of 1972, as
amended by the Quiet Communities Act of 1978; 24 CFR Part 51 Subpart B; “Wetlands
Protection” - Executive Order 11990, particularly sections 2 & 5; “Wild and Scenic Rivers” -
Wild and Scenic Rivers Act of 1968, particularly section 7(b) & (c).
Estimated Project Cost: Total HUD funding is estimated at $2,601,189.00, estimating
$100,000.00 per project.
The activity/activities proposed are categorically excluded under HUD regulations at 24
CFR Part 58 from National Environmental Policy Act (NEPA) requirements per 24 CFR
Part 58.35(a)(3)(i); 24 CFR Part 58.35(a)(5).

PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of
Warren, Ohio Community Development Department. All comments received by July 1, 2025
will be considered by the City of Warren prior to authorizing submission of a request for
release of funds.
ENVIRONMENTAL CERTIFICATION
The City of Warren, Ohio certifies to HUD that Michael D. Keys in his capacity as Director of
Community Development consents to accept the jurisdiction of the Federal Courts if an
action is brought to enforce responsibilities in relation to the environmental review process
and that these responsibilities have been satisfied. HUD’s approval of the certification
satisfies its responsibilities under NEPA and related laws and authorities and allows the
City of Warren, Ohio to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the City of Warren, Ohio’s
certification for a period of fifteen days following the anticipated submission date or its
actual receipt of the request (whichever is later) only if they are on one of the following
bases: (a) the certification was not executed by the Certifying Officer of the City of Warren,
Ohio; (b) the City of Warren, Ohio has omitted a step or failed to make a decision or finding
required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other
participants in the development process have committed funds, incurred costs or
undertaken activities not authorized by 24 CFR Part 58 before approval of a release of
funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has
submitted a written finding that the project is unsatisfactory from the standpoint of
environmental quality. Objections must be prepared and submitted in accordance with the
required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed and emailed to
HUD administration office at cpdcolumbusrrof@hud.gov. Potential objectors should contact
HUD to verify the actual last day of the objection period.
