Title: Request for Proposals - Asset Management Program
Addenda: 1
Release Date: 5/20/2025
Due Date: 6/6/2025
The City of Sweet Home is seeking proposals from qualified, experienced firms who can deliver an asset management product that will integrate with the City's GIS data and allow for task assignment, workflow tracking, and citizen reporting. Respondent firms should be prepared to provide software, implementation services, training, and technical support for City staff, including work management, traffic sign management, pavement management, water management, sewer management, and fleet management. The City will also consider the addition of a code enforcement portal to allow for citizen reporting, case management, map-based tracking, and workflow configuration.
The City of Sweet Home, Oregon (pop. 10,097), is a growing municipality nestled in the foothills of the Cascade Mountains, covering approximately six square miles in Linn County. Operated under a Council-Manager form of government, the City is governed by a Mayor and six at-large Councilors who also serve as the Local Contract Review Board. Sweet Home’s location—25 miles east of I-5 and surrounded by the Willamette National Forest, Foster Lake, and the South Santiam River—makes it a hub for both regional recreation and rural economic activity.
Each summer, the City draws thousands of visitors for outdoor recreation and events such as the Oregon Jamboree music festival, which attracts over 15,000 attendees. The community also serves as a critical waypoint for travelers headed to Central Oregon and continues to expand with new residential development and growing interest in commercial and industrial investment.
The City is investing in its infrastructure and is in need of a system, primarily for the Public Works Department, to enhance tracking of tasks and deliverables, to provide the opportunity to generate reports based on system data, and to supply citizens with a simple way to report infrastructure-related issues via mobile and/or browser.
