NOTICE TO CONTRACTORS
The Village of Hinsdale is soliciting sealed bids for Well #5 Inspection and Repair and Well #10
Abandonment.
NOTICE IS HEREBY GIVEN by the Village of Hinsdale, DuPage and Cook Counties and State of
Illinois that proposals will be received for Bid No. 1739, Well #5 Inspection and Repair and Well
#10 Abandonment.
Sealed bids for Bid No. 1739, Well #5 Inspection and Repair and Well #10 Abandonment, will be
accepted at the Village of Hinsdale Village Hall, 19 East Chicago Avenue, Hinsdale, Illinois 60521,
until 10:00 a.m., Wednesday, September 23, 2026, at which time bids will be publicly opened.
Specifications, instructions and proposal forms are available and may be obtained from Public
Services, 225 Symonds Drive, Hinsdale, Illinois, during regular business hours (8:00 a.m. - 2:30
p.m.). Bid packets are also available for download via the Village's website at
https://www.villageofhinsdale.org/business/bid_postings.php
The well sites will be available for inspection with the Water and Sewer Superintendent by
appointment only during normal working hours of Monday through Friday, 8:00 AM through 2:30
PM. To schedule an appointment, please call 6307897052.
All proposals must be submitted on the forms provided by the Village and must be accompanied
by a bank cashier's check, bid bond, or certified check in the amount of 10% of the bid.
The Village reserves the right to reject any and all bids, or to waiver any irregularities or any
informalities when such waiver would not be detrimental to the best interest of the Village and
would not prejudice the bidding process.

1. Invitation to Bid
Owner invites sealed Bidder's Proposals for the Work described in detail in the
Contract and generally described as follows:
The scope of work for this contract is:
The scope of work of this project is the inspection and repair of Well #5 and
abandonment of Well #10 in the Village of Hinsdale. Well #5 is located at Chicago
Avenue and Vine Street. Well #10 is located behind 908 N. Elm Street The well sites will
be available for inspection upon appointment with the Water and Sewer
Superintendent during normal working hours. Phone number 630-789-7052.
The work at these well sites will be on a time and materials basis.
The bid comparison quantities in the proposal sheet are for award and security
determination purposes only. Actual payment will be based upon the unit prices and
lump sum bid. Item 2C is bid as the bid price of $20,000.00 in materials, i.e., if 10% is
bid above the material invoice cost, the bid comparison quantity is $20,000.00 x
1.10=$22,000.00
Inspection of Well #5
The well will be pulled for inspection, bailing and repairs (if required) will be made and
the Well returned to service.
At the time the Well is pulled, the column pipe shall be sandblasted and coated with a
NSF 61 compliant two component epoxy. The Village of Hinsdale will determine what
defective or worn parts should be replaced. The Village of Hinsdale will inspect the

column pipe AFTER it is sandblasted and BEFORE it is painted. The pipe will be
sandblasted on the contractor's property.
The contractor will be required to provide the following:
1. Insurance to hold the Village of Hinsdale harmless in the event of an accident
and fully liability coverage of all men and equipment engaged in the work.
This insurance shall remain in effect through the life of the contract and will
be the type and amounts named in the General Conditions.
2. Remove and inspect 220 feet line shaft, column pipe, air line, motor and
pump assembly and 5 feet of suction pipe. Open the bowl assembly and check
for bowl clearance. After the Village inspection, if new rings, shaft or other
parts are needed, they will be provided as quoted in Item 4. Only extras
allowed will be for machinist labor and parts.
3. Material to replace column pipe shaft couplings, bowl assembly and other
defective, worn or broken parts at cost plus basis as quoted in line item 4.
The Village of Hinsdale will provide a qualified operator to assist the workmen in devising
the most efficient method of accomplishing the inspection and repair of the Well. The
Village of Hinsdale will not provide any labor or materials or supply any tools or
equipment necessary to complete the inspection and repair of the Well.
Description of items for Well #5
Section 1:
Provide and inspect line shaft, column pipe, air line, motor pump assembly and tail
pipe as describe above. Open the bowl assembly and check for bowl clearance. Also install
a new air line on the well. Sandblast column pipe and provide coating. This will be paid for
on a lump sum basis.
Section 2:
The unit prices for these items represent the material cost for replacement of the
defective materials.
A. 8-inch Column pipe
B. 8-inch Combination coupling & bearing.
The unit prices for these items represent the repair and replacement of any worn,
defective or broken material or parts except those listed above, found during
inspections.
C. Material at distributors invoice cost plus a percentage

Description of items for Well #10
The basic contract shall be the plugging and abandonment of one (1) well to an
approximate depth of 274 feet. It is reported that a sixteen (16) inch diameter steel casing
extends from ground surface to 44 feet deep. For additional specifications and drawings,
please see the Technical Manual for Well #10 Abandonment in the appendix.
The Work shall be completed at the following Work Sites:

2. Defined Terms
All terms capitalized in this Invitation for Bidder's Proposals and in the other
documents included in the Bid Package are defined in the documents included in the Bid
Package, as hereinafter defined, and shall have such defined meanings wherever used.
3. The Bid Package
The Bid Package consists of the following documents, all of which are by this
reference made a part of this Invitation for Bidder's Proposals as though fully set forth herein:
(1) Invitation for Bidder's Proposals;
(2) General Instructions to Bidders;
(3) Addenda, if issued;
(4) Bidder's Proposal;
(5) Bidder's Sworn Acknowledgement;
(6) Bidder's Sworn Work History Statement;
(7) Other Information Submitted by Bidder, if requested;
(8) Notice of Award; and
(9) Contract, including all of its Attachments and Appendices, if any.

4. Inspection and Examination
The Bid Package may be examined at the office of Owner as listed above. A copy
of the Bid Package may be purchased at the office of Owner upon payment of $0.00 per set,
which fee is nonrefundable. Persons requesting documents to be sent by mail shall include an
additional $0.00 per set to cover postage and handling. In making copies of the Bid Package
available to prospective Bidders, Owner does so only for the purpose of obtaining Bidder's
Proposals and such provision does not confer a license or grant for any other use.
Each prospective Bidder shall, before submitting its Bidder's Proposal, carefully
examine the Bid Package. Each prospective Bidder shall inspect in detail the Work Site and the
surrounding area and shall familiarize itself with all local conditions, including subsurface,
underground and other concealed conditions, affecting the Contract, the Work and the Work Site.
The Bidder whose Bidder's Proposal is accepted will be responsible for all errors in its Bidder's
Proposal including those resulting from its failure or neglect to make a thorough examination and
investigation of the Bid Package and the conditions of the Work Site and the surrounding area.
5. Bid Opening
Owner will receive sealed Bidder's Proposals for the Work until 10:00 o'clock,
AM., Wednesday, September 23, 2026, at Owner's office listed above, at which time, or as
soon thereafter as possible, all Bidder's Proposals will be publicly opened and read aloud.
Bidders or their agents are invited to be present.
6. Bid Security, Bonds and Insurance
A. Bid Security. Each Bidder's Proposal shall be accompanied by a security
deposit of at least ten percent of the Bidder's Price Proposal in the form of (1) a Cashier's Check
or Certified Check drawn on a solvent bank insured by the Federal Deposit Insurance
Corporation and payable without condition to Owner or (2) a Bid Bond in a form satisfactory to
Owner from a surety company licensed to do business in the State of Illinois with a general
rating of A and a financial size category of Class X or better in Best's Insurance Guide.
B. Performance and Payment Bonds. The successful Bidder will be required
to furnish a Performance Bond and a Labor and Material Payment Bond upon award of the
Contract, each in the penal sum of the full amount of the Contract Price, on forms provided by,
or otherwise acceptable to, Owner, from a surety company meeting the requirements set forth
above. Each Bidder's Proposal must be accompanied by a letter from such a surety company
stating that it will execute Bonds on forms provided by, or otherwise acceptable to, Owner, upon
award of the Contract to Bidder.
C. Insurance. The successful Bidder will be required to furnish certificates
and policies of insurance as required by Section 4.2 of the Contract upon award of the Contract.
Each Bidder's Proposal must be accompanied by a letter from Bidder's insurance carrier or its
agent certifying that said insurer has read the requirements set forth in the Contract and will issue
the required certificates and policies of insurance upon award of the Contract to Bidder.

GENERAL INSTRUCTIONS TO BIDDERS
1. Interpretation of Documents Included in Bid Package
A. Defined Terms. All terms capitalized in these General Instructions to
Bidders and in the other documents included in the Bid Package are defined in the documents
included in the Bid Package and shall have such defined meanings wherever used.
B. Implied Terms. If any personnel, equipment, materials, or supplies that
are not directly or indirectly set forth in the Contract are nevertheless necessary to the proper
provision, performance, and completion of the whole of the Work in accordance with the intent
of the Contract, each prospective Bidder shall understand such personnel, equipment, materials,
or supplies to be implied and shall provide for such personnel, equipment, materials, or supplies
in its Bidder's Proposal as fully as if it were particularly described.
C. Information Provided by Owner. When information pertaining to
subsurface, underground or other concealed conditions, soils analysis, borings, test pits, utility
locations or conditions, buried structures, condition of existing structures, and other preliminary
investigations is distributed with the Bid Package, or such information is otherwise made
available to any prospective Bidder by Owner, such information is distributed or made available
solely for the convenience of such prospective Bidder and is not part of the Bid Package. Owner
assumes no responsibility whatever in respect to the sufficiency or accuracy of any such
information, and there is no guaranty or warranty, either expressed or implied, that the conditions
indicated are representative of those existing throughout the Work or the Work Site, or that the
conditions indicated are representative of those existing at any particular location, or that
unanticipated conditions may not be present.
D. Addenda. No interpretation of the documents included within the Bid
Package will be made except by written addendum duly issued by Owner ("Addendum"). No
interpretation not contained in an Addendum shall be valid or have any force or effect whatever,
nor entitle any Bidder to assert any claim or demand against Owner on account thereof.
All Addenda issued prior to the opening of Bidder's Proposals shall become a part
of the Bid Package. Each prospective Bidder shall be responsible for inquiring from time to time
as to the availability of Addenda.

INSTRUCTIONS
If any prospective Bidder is in doubt as to the true meaning of any part of the Bid
Package, such prospective Bidder shall submit to Owner a written request for an interpretation
thereof as far in advance of the scheduled opening of Bidder's Proposals as possible.
Owner shall use its best efforts to issue Addenda in response to all valid,
appropriate, and timely inquiries, but accepts no responsibility for doing so. Inquiries not
answered by Addenda shall be considered invalid, inappropriate, or untimely inquiries.
2. Calculation of Unit Price Proposals
On all items for which Bidder's Proposals are to be received on a unit price basis,
the approximate quantities stated in the Schedule of Prices are Owner's estimate only for Owner's
convenience in comparing Bidder's Proposals and shall not be relied upon by prospective
Bidders. Each prospective Bidder shall, before submitting its Bidder's Proposal, make its own
estimate of the quantities of Unit Price Items required to complete the Work and shall determine
its Price Proposal for each Unit Price Item in light of its own estimate.
3. National Security/USA Patriot Act and Prevailing Wages
Pursuant to the requirements of the USA Patriot Act and applicable Presidential
Executive Orders, CONTRACTOR represents and warrants to the Village of Hinsdale that
neither it nor any of its principals, shareholders, members, partners, or affiliates, as applicable, is
a person or entity named as a Specially Designated National and Blocked Person (as defined in
Presidential Executive Order 13224) and that it is not acting, directly or indirectly, for or on
behalf of a Specially Designated National and Blocked Person. CONTRACTOR further
represents and warrants to the Village of Hinsdale that CONTRACTOR and its principals,
shareholders, members, partners, or affiliates, as applicable, are not, directly or indirectly,
engaged in, and are not facilitating, the transactions contemplated by this Agreement on behalf of
any person or entity named as a Specially Designated National and Blocked Person.
CONTRACTOR hereby agrees to defend, indemnify and hold harmless the Village of Hinsdale,
its Corporate Authorities, and all Village of Hinsdale elected or appointed officials, officers,
employees, agents, representative, engineers, and attorneys, from and against any and all claims,
damages, losses, risks, liabilities, and expenses (including reasonable attorneys' fees and costs)
arising from or related to any breach of the foregoing representations and warranties.
CONTRACTOR further represents and warrants it is not acting, directly or
indirectly, for or on behalf of any person, group, entity, or nation named by the United States
Treasury Department as a Specially Designated National and Blocked Person, or for or on behalf
of any person, group, entity, or nation designated in Presidential Executive Order 13224 as a
person who commits, threatens to commit, or supports terrorism; and that CONTRACTOR is not
engaged in this transaction directly or indirectly on behalf of or facilitating this transaction
directly or indirectly on behalf of, any such person, group, entity, or nation. CONTRACTOR
hereby agrees to defend, indemnify, and hold harmless the Village of Hinsdale, its Corporate
Authorities, and all Village of Hinsdale elected or appointed officials, officers, employees,
agents, representative, engineers, and attorneys, from and against any and all claims, damages,
losses, risks, liabilities, and expenses (including reasonable attorneys' fees and costs) arising
