REQUEST FOR QUALIFICATIONS
Ouachita County, Arkansas is soliciting engineering services for a effluent line improvements loan or grant through the Environmental Protection Agency program. The engineering services will be in accordance with the Environmental Protection Agency requirements and will consist of, but not be limited to the following:
1. Preparation of a Pre-Application and Preliminary Engineering Report for the Water/Wastewater Advisory Committee and Water Plan Compliance;
2. Preparation of Environmental Documentation;
3. Preparation of an EPA loan application to meet Capacity Development Requirements (financial, managerial, and technical capabilities for sustained operation);
4. Designing and preparing plans and specifications for the effluent line improvements;
5. Preparation and implementation of an Operation & Maintenance Manual.
Each interested firm will be required to submit one (1) copy of a Statement of Qualifications for the effluent line improvement project that includes:
1. Identification of the legal name, office location(s), and principal owner(s) or partner(s) of the firm;
2. A statement of the proposer’s understanding of the project;
3. A list identifying the location, owner, cost, brief description, and disposition of work which is comparative in nature to the project considered under this proposal;
4. A resume of the qualifications and experience of each member of the proposer’s staff and any other technical consultants who may be employed for this project.
Interested firms should note that Ouachita County must follow the Brooks Act and the highest scored firms will move forward to interview stage. Scores are based on specialized experience, performance, capacity and capability of firm to perform work, and proximity to and familiarity with project area. For this RFQ, form 13 will be used to score. Submittals will be accepted until the date below.
Copies of each Statement of Qualifications should be submitted to: Judge Robert McAdoo, Ouachita County, Arkansas, 145 Jefferson Street SW Ste 15, Camden, Arkansas 71701 by 2PM on October 29, 2025. The submittals will be opened on October 29, 2025 by end of day at the location above. Engineering firms that provide a Statement of Qualifications may be asked to participate in an interview prior to final selection. Interview expenses shall be borne by the firm.
The selection process will conform to the provisions outlined in the Arkansas Code Annotated 19-11-801-806 and federal regulations 2CFR 200 Appendix II and OMB Circular A-102.
