Description: The Village of Warsaw intends to complete a BOA Plan to determine potential re-use strategies for several vacant and underutilized sites within the Village. The primary objective of the Plan is to return dormant brownfield and underutilized sites back to productive uses with community benefits. The BOA planning process will be utilized to present a clear and attainable community vision, identify opportunities and challenges, and pinpoint key redevelopment options. One primary site within the Village is a 70-acre former landfill located at 38 Industrial Street. Due to its historic use, location on the eastern side of the Village, and adjacency to Oatka Creek, the Village has identified a need to further assess the potential environmental and economic effects on the community and identify opportunities for reuse. The BOA Plan will provide an in-depth and thorough description and analysis of existing conditions, opportunities, and reuse potential for the site located at 38 Industrial Street as well as other sites and properties located within the Village limits with an emphasis on the identification and reuse potential of strategic sites that are catalysts for revitalization and culminate in designation of the area by the Secretary of State. The Village has the intention of increasing the boundary limits to relevant areas of the municipality that may have brownfield, vacant and underutilized sites. Key study objectives include: • Identifying and providing a clear description and justification of a manageable study area and associated boundaries. • Establishing a community and stakeholder participation process. • Developing a clear community vision and associated goals and objectives for the study area. • Completing a comprehensive land use assessment and analysis of existing conditions in the study area, including an economic and market trends analysis, to determine the range of realistic future uses and types of redevelopment projects to revitalize the study area. • Identifying strategic sites that represent key redevelopment opportunities and fully examining their redevelopment potential. • Based on the analysis, a description of key findings and recommendations for future uses and other actions for redevelopment and community revitalization. • Providing a series of key recommendations to serve as the basis for project implementation. • Submission of a BOA designation package for approval and official designation by the Secretary of State.
Submittals must: • Be clearly readable and include all required attachments / information. • Through their submittal, the Offeror indicates full knowledge and acceptance of this RFP.
