The purpose of this invitation is to establish a contract for a formal and professional flight and maintenance training program for aircraft operated by the State of Ohio. The flight training program shall be designed to provide the Ohio Department of Transportation Flight Crews with a combination of academic and flight simulator experience, including an annual Crew Resource Management (CRM) Course. Intent
The purpose of this invitation is to establish a contract for a formal and professional flight and
maintenance training program for aircraft operated by the State of Ohio. The flight training program
shall be designed to provide the Ohio Department of Transportation Flight Crews with a combination
of academic and flight simulator experience, including an annual Crew Resource Management
(CRM) Course. The maintenance training shall be designed to provide ODOT Aircraft Maintenance
Technicians with a combination of oral and practical experience, including troubleshooting
techniques and engine run-up, and include an Operation Maintenance Procedures course.
The Office of Aviation operates King Air models B350i and B250, and Cessna Caravan 208B.
Contract Duration
The effective duration of this agreement shall be from Date of award through January 31, 2028.
Pilot Training
Pilot initial and recurrent training in the type aircraft will be required for current and future staff at the
Office of Aviation. Pilot Prior Experience training, allowing pilots to remove a Second-in-Command
(SIC) license restriction or earn an Airline Transport Pilot (ATP) license, may be needed for King Air
350 aircraft. The quantity and type of training will be scheduled by the Chief Pilot. Training will include
ground school and flight training in Full Flight Simulators (FFS) for King Air B350 Collins Proline 21 -
Estimated 5 students, for King Air B200/250 – Estimated 5 students, and for Cessna Caravan C208B
(Analog or Garmin) – Estimated 5 students. Simulator must be FAA certified for landing currency
(Day and Night), Instrument Approaches including Circle to Land Procedures and Instrument
Proficiency Checks (IPC). Training will also include a Crew Resource Management (CRM) course
and a Reduced Vertical Separation Minimum (RVSM) initial or recurrent course to be scheduled at
the discretion of the Chief Pilot. The CRM and RVSM course may be conducted online or at the
Office of Aviation facility. In addition, pilots may need high altitude training and the 61.31(g)
endorsement. The ground portion of this training may be completed through online learning and the
flight portion in an appropriately equipped simulator. The Vendor will perform such training in
accordance with Federal Aviation Regulations Part 61 and Part 91, in a standard training curriculum
available to those of the public possessing the requisite background. The Vendor will furnish all
necessary course equipment and materials.
Maintenance Technician Training
Technician initial and recurrent training in type aircraft will be scheduled at the discretion of the
Manager Aircraft Maintenance. The Vendor will be certified by the manufacturer to perform such
training which will be in accordance with a standard training curriculum available to those of the public
possessing the requisite background. The Vendor will furnish all necessary course equipment and

Training Sites
The Vendor will indicate the address of the pertinent training facility for each type of training under
this contract in the Department’s Microsoft Excel file. This Microsoft Excel file can be downloaded
from the ODOT Website found on the front of this Invitation to Bid.

Required Bid Documentation
The Vendor must submit each manufacturer’s certifications indicating the
Vendor’s training programs are factory authorized. Also, the Vendor must submit
a course syllabus, outline, or curriculum description for each type of training.
These documents must be submitted with the Vendor’s bid.
Invoicing
Pilot training will be invoiced upon completion of the ground school for each pilot.
Technician training will be invoiced upon completion of the course. The invoice
will include the name of the student, the name of the training course, the dates
of the training and the cost at the bid rate. Course certifications will be furnished
to the Chief Pilot prior to invoicing.
Contract Award
Evaluation and award will be based on the lump sum total of the straight-line
mileage distance from the training facility to the Office of Aviation (Column A)
and the total cost per student training (Column B). Bidders must submit pricing
for all bid items to be considered for award of this contract.
Award Considerations
This is a multiple award contract. ODOT will accept all responsive bids
submitted on or before the specified bid opening date and make an award to all
responsive bidders pursuant to O.R.C. 5513.02.
All awarded bidders will be considered “on contract” and eligible to perform
services through this contract for ODOT.
Vendors must submit their Bid Responses electronically in OhioBuys before the published deadline date & time,
Columbus, Ohio local time on the Proposal due date. Vendors will not be able to submit Bid Responses, or
unsolicited Proposal amendments after the deadline.
Vendors must allow adequate time for uploading a Bid Response prior to the due date and time. ODOT
recommends that vendors submit Bid Responses as early as possible. If a second round is issued for any reason,
vendors must resubmit their bid if they had already submitted in a previous round, as the previously submitted
Bid Responses do NOT carry over to the new round.
The Signature process takes place after the award now. The email will come from documents@esign.ohio.gov
and will go to the signatory that was identified in the bid submission. The subject line will be the bid # Signature
Request, (example: 101G-25 Signature Request).
No contract can be issued to your company until we receive your signature to complete the process. And you
must have an OAKS Payor ID before a contract can be issued. To obtain that, you will need to go into
https://ohiopays.ohio.gov.
