CLASS SPECIAL PROCUREMENT
Notice is hereby given that the City of Albany Police Department (APD) intends to enter into a contract with
Motorola Solutions using a class special procurement for the purchase of M500 in-car video systems. A
written request for approval and award of proposed class special procurement was presented to the local
contract review board on Wednesday, October 10, 2024, at 6:00 p.m. at a City Council meeting, and was
approved by Resolution No. 7360.
In June 2024, APD deployed new Motorola body-worn cameras. The department’s existing in-car cameras are
outdated, no longer supported, and prone to failure. If issues arise, staff cannot receive technical support. The
Motorola Solutions M500 in-car video system will integrate seamlessly with the department’s existing body-
worn cameras, promoting officer safety, operational efficiency, and transparency. The system captures clear,
evidence-grade video from inside and outside the vehicle, which is essential for evidence collection and officer
training.
Procurement of the Motorola Solutions M500 in-car video systems is expected to result in cost and time savings
for the City. The integrated system will improve operational efficiency and support the City’s commitment to
cost-saving measures. Motorola’s expertise in providing compatible body-worn and in-car camera systems
ensures seamless functionality, avoiding the need for costly adaptations or the use of multiple systems from
different manufacturers. Continuing to work with Motorola for this procurement will enhance performance,
transparency, and accountability in the Albany Police Department. Due to Motorola’s unique compatibility and
expertise, this procurement is unlikely to diminish competition or encourage favoritism in awarding contracts.
The purpose of this notice is to provide information to the public and to invite interested persons an
opportunity to submit written comment within seven days of the date of this public notice. The protest shall
provide a detailed statement of the legal and factual grounds for the protest, a description of the resulting harm
to the Affected Person, and the relief requested.
Written protests must be delivered to Diane Murzynski, Contracts & Procurement Officer, in the Finance
Department of the City of Albany no later than 12:00 p.m. Monday, October 21, 2024. Written protests received
after the closing date and time are late and will not be considered. Protests must be submitted by email to
procurement@albanyoregon.gov.
This notice is given in accordance with provisions of the Albany Municipal Code, Section 2.66.060(10), Oregon
Revised Statutes, 279B.085, and Oregon Administrative Rules, 137-047-0285.
