1. Introduction



The U.S. Army Corps of Engineers (USACE), Memphis District, is conducting market research to identify parties capable of providing a new field crane for our Mat Loading Unit (MLU). The information from this Sources Sought will be used to determine the appropriate acquisition strategy for a potential competitive procurement.



Based on the responses, this requirement may be set-aside for small businesses or procured through full and open competition. All small business categories will be considered.



The applicable NAICS code for this requirement is 333120 with a Small Business Size Standard is 1,250 employees. The Product Service Code is 3815. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.



2. Requirement Overview



The contractor shall provide one (1) continuous duty cycle crane to replace the existing field crane used to load articulated concrete mat (ACM).




  • Contract Type: Firm-Fixed-Price (FFP)

  • Delivery Timeline: Within 180 days after contract award.

  • Delivery Location:

    • Ensley Engineer Yard

    • 2915 Riverport Road

    • Memphis, TN 38109



  • Technical Specifications: Detailed requirements are outlined in the attached Statement of Work (SOW) (Attachment 1).



3. Submission Requirements



Interested and capable parties are requested to submit a capabilities statement of no more than five (5) pages. The statement must be emailed to both points of contact by the response due date.



Your submission must address the following:




  1. Company Profile:


    • Company name, address, UEI number, and office locations.

    • Current business size status (e.g., Small, Large) and any socioeconomic qualifications (Small Disadvantaged, Women-Owned, HUBZone, Service-Disabled Veteran-Owned).

    • Company history, including the number of employees and annual revenue.



  2. Relevant Experience:

    • Describe past projects of the same or similar nature to this requirement.



  3. Performance Capability (For Small Businesses):

    • Provide an explanation of your company's ability to perform at least 50% of the cost of the contract work, in accordance with FAR 52.219-14.
