The Regional Transportation District (RTD) is seeking a qualified firm with light rail systems engineering and asset management experience to utilize the Federal Transit Administration (FTA) Transit Asset Management Systems Handbook (Guidance) to evaluate RTD’s light rail systems asset information against the framework in the Guidance, and to create a set of actionable recommendations for achieving conformance to the Guidance.
The evaluation of the present state of information compared to the FTA Guidance shall be referred to as a “gap assessment” in the remainder of this statement of work. The set of actionable recommendations to achieve the quality and completeness of information consistent with the Guidance will be referred to as the “plan.”
There will be two deliverables requested of the selected firm:
(1) the gap assessment and
(2) the plan to achieve compliance to the Guidance.
Proposals shall include a description of the gap assessment methodology, including the types of records and physical access that may be necessary to conduct the assessment. Further, proposals shall provide a description of how the selected consultant is likely to develop the plan to achieve asset information that conforms to the Guidance. For the plan portion of the proposal RTD understands that certain aspects of the plan development process may depend on the maturity, quality, and completeness of asset information. However, information necessary to compare and evaluate the proposals will be required.
Proposals shall provide sufficient information to evaluate the methodology for conducting the gap assessment and plan.
As a Federal Transit Administration (FTA) 4307 grant recipient and Tier I public transit agency, RTD is required to be compliant with the Transit Asset Management (TAM) requirements. In addition, RTD has business needs concerning the effective asset management of assets critical to the performance of the light rail infrastructure. In order to gain the benefits associated with more effective asset management and in order to conform to FTA guidance on the effective management of Systems as defined in the FTA Systems Handbook (Guidance), RTD is requesting the support of a consultant sufficiently experienced in light rail systems engineering and asset management to improve the agency capabilities in each regard.
