BACKGROUND
The County of Lake requests proposals for construction contract administration, inspection, and materials testing (collectively referred to as “Construction Management”) services for the 2024 Pavement Rehabilitation Project.

On February 20, 2025, the County opened bids for the Project. The lowest apparent bidder is Argonaut Constructors with a bid of $5.1 million. The specification provides for 100 working days and allows the Contractor to work from Monday through Saturday. It is our understanding that the Contractor will work from Monday through Friday. The County anticipates construction will begin as soon as weather allows, that is, April 2025.
The County intends to bring the consultant agreement to the Board of Supervisors meeting on April 22, 2025.
The County will not award a contract to a consultant who does not have, or whose sub-consultants do not have, adequate financial management and accounting systems as required by 2 CFR Part 200, 48 CFR Part 31, and 48 CFR Part 16.301-3.
