Pursuant to N.C.G.S. 143-128 and 143-129 and city policy, sealed proposals endorsed “Biloxi
Sewer Extension, IF26206” will be received by City/County Purchasing, City Hall, 101 North Main
Street, Winston-Salem, NC until the date and time listed above. The City reserves the right to reject
any or all proposals.
Bidders must be properly licensed as required by Chapter 87 of the North Carolina General Statutes.
For instructions on submitting proposals, contact Catherine Knisley at catherinek@cityofws.org (preferred)
or 336-747-6939 during normal business hours. Bidders are encouraged to carefully read and understand
the contents of the Bidding Documents. Please contact Catherine Knisley for full bid documents.
This project includes the extension and installation of new sanitary sewer service on the residential street
of Biloxi Ave, Winston-Salem (zip code 27284).
Compliance with the City/County Utility Commission's Minority and Women Business Enterprise program
is required on this project. The M/WBE subcontracting goals for this project are 6% MBE and 4% WBE
and must be met separately.

A non-mandatory pre-bid conference will be held at 1:00 PM, April 23, 2026 via Microsoft Teams.

The purpose of this conference is to summarize the scope of work involved and to explain the City’s
Minority and Woman Owned Business Enterprise (M/WBE) goals and program related to this project.
Staff will be present to answer questions. A record of attendees will be made. (Attendance is encouraged
as it counts towards the MWBE Good Faith Effort that is required of bidders.)
