Scope of Services
The City of Cocoa is requesting quotations for Mowing and Clearing of various properties located within the City of Cocoa for Code Enforcement initiated lawn abatements.
The initial term of this Contract shall commence on the Date of Award through September 30, 2026. The City of Cocoa reserves the right to extend the Contract for two (2) additional one-year renewal terms upon written agreement of both parties.
It is the City’s intent to establish an annual contract for the purpose of lot clearing and mowing for the City’s Code Enforcement Division. The successful bidder shall furnish the services per specifications to the City for the following services:
1. Vacant Lots (80’x100’) to be mowed and cleared*
2. Residential Property (80’x100’) requiring hand mowers and labor to clear and edge sidewalks, driveways and curbs when applicable. Debris and tall grass & weeds around trees and bushes need to be cleared*
3. Mowing of 25’x1,000’ strips (Note: Bush Hog required)
4. Debris removal (per truckload with six-yard truck bed)
* Larger properties shall be calculated as a percentage of the unit cost bid.
QUALITY OF WORK:
All grass and vegetation shall be cut to a height of three and one-half inches (3.5 inches), unless otherwise directed by the Code Enforcement Officer. All mowing shall be performed without streaking or scalping, and areas of varying widths shall maintain smooth, flowing transitions. Overgrowth and weeds around bushes and trees shall be cleared.
The CONTRACTOR shall remove all green waste and debris from the property, including but not limited to tires and furniture, and disposed of at approved County facilities, with proper disposal receipts provided. The use of hand tools, such as weed eaters, must comply with the 3.5-inch minimum height requirement.
The CONTRACTOR must obtain the landfill operator’s signature on all receipts, and only properly signed receipts shall be submitted for compensation, if applicable.
The CONTRACTOR is responsible for providing all labor, materials, and equipment.
All completed work will be inspected by the Code Enforcement Officer. Any work deemed unsatisfactory shall be re-mowed or cleaned at no additional cost to the City of Cocoa and completed within the agreed timeframe.
The CONTRACTOR shall complete all mowing, sidewalk clearing, and debris removal within three (3) business days from the time of written notification by the City. The City reserves the right to impose liquidated damages of $20 per day beginning on the fourth business day.
Requests for time extensions due to inclement weather or temporary equipment failure must be submitted in writing prior to 8:00 a.m. on the fourth business day.
GENERAL UNDERSTANDING
1. The City shall notify the CONTRACTOR when a property (vacant or residential) is found to be in violation of Chapter 6 of the Code of the City of Cocoa, requiring mowing, sidewalk clearing, and/or debris removal.
2. Each notice/work order will include the location of the property and a description of the required services.
3. Upon notification by the Code Enforcement Officer, work orders shall be collected by an authorized representative of the CONTRACTOR no later than the next business day from the Community Services Department, Code Enforcement Division, located at Cocoa City Hall (65 Stone Street, Cocoa, FL), during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday), or via email.
4. The CONTRACTOR shall furnish all labor, materials, and equipment necessary to perform the required mowing and debris removal services.
5. The CONTRACTOR shall submit a complete list of all equipment to be used in servicing this contract with their quote. Code Enforcement personnel may inspect equipment prior to contract award. A bush hog is required for large lots or vacant land.
6. Upon completion of services, the CONTRACTOR shall submit before-and-after, time-stamped photographs along with a fully itemized invoice within three (3) business days. The invoice shall include the cost of services, as well as the date, time, and location where the work was performed.
SAFETY REQUIREMENTS
CONTRACTOR shall be solely responsible and assume all liability for the safety and supervision of its principals, employees, resident project representatives (and assistants) while performing services provided hereunder.
CONTRACTOR shall comply with all requirements of federal, state, and local laws, rules, regulations, standards, and/or ordinances applicable to the performance of Services under this agreement.
