Horseshoe Road (T-573) Improvements Project

Project Description: North Whitehall Township will receive sealed bids for the Horseshoe Road Improvements Project. Bids will be received via PennBid until 2:00 PM (prevailing time) on Wednesday, April 2, 2025. The work in general includes the design and construction of stabilization measures for a portion Horseshoe Road (T-573) that is currently experiencing significant failure, necessitating immediate attention to prevent further degradation. The project will consist of the development of detailed design and construction plans, obtaining the necessary permits from relevant authorities, the implementation of soil stabilization techniques, the reinforcement of the roadway structure, conducting quality control tests and inspections, and the restoration of the roadway and construction site. All work shall be completed by October 31, 2025.

A non-mandatory pre-bid meeting will be held Tuesday, March 25, 2025 at 11:00 AM at the project site along Horseshoe Road (T-573). All bidders are encouraged to attend this pre-bid meeting to review the project area and to ask questions related to the bid package.
The project for which Bids are being solicited is subject to the applicable provisions of the Pennsylvania Prevailing Wage Act.
Each Bid must be accompanied by bid security payable to North Whitehall Township in the amount of ten percent (10%) of the bid price in the form of a Certified Check, Bank Check, or a Bid Bond issued by a surety meeting the requirements of Article 5 of the General Conditions.
Owner reserves the right to accept or reject any or all Bids and to accept any Bid which in its judgment is in the best interest of the Owner. No Bid will be accepted if obtained from sources other than the issuing office noted above.
