INFORMATION FURNISHED TO PROPOSER
The Town of Goffstown, New Hampshire (“Town”) requests written proposals from qualified firms or individuals
interested in being considered for hire to write a Community Development Block Grant Application (“Grant
Writer”).
Background and General Information
1. A proposed application to the Community Development Finance Authority for up to $750,000 in CDBG
Public Facility Grant Funds.
2. Of the grant funds, up to $35,000 will be retained by the Town to cover eligible administrative and labor
compliance costs, and the remainder will be sub granted to Medvil Cooperative, a 301-unit manufacturing
housing park located at 157 Donald Drive in Goffstown toward the cost of sewer/septic and/or water
infrastructure improvements.
3. CDBG Applications are due no later than July 27, 2026.
Objective and Scope of Work to be Performed
1. The selected firm or individual may be requested to submit a quote for grant administrator services for this
project, as well, upon CDBG funding award.
2. Specific grant writing services to include:
• assisting the Town with the required public hearing;
• compiling all forms and information required by the application; and
• coordinating all information required and all actions required to prepare a CDBG application on
NHCDFA’s Grant Management System (GMS) for the Town.
Selection Criteria
Community Development Block Grants from the NH Community Development Finance Authority are under
the provisions, and subject to the requirements, of Title I of the Housing and Community Development Act of
1974, as amended. The Town is an equal opportunity/affirmative action agency. All qualified proposals will
receive consideration without regard to race, color, religion, creed, age, sex, or national origin. The Town is
not required to accept the proposal that includes the lowest cost estimate and will be ranked and rated by
the selection panel based on the following criteria:
• Completeness and timeliness of consultant’s submission
• Experience, references, and qualifications
• Project understanding and professionalism
• Cost competitiveness and thoroughness of fees and cost estimate
Note: Selection will be based primarily on previous grant writing experience and knowledge of CDBG.

Licensing and Insurance Requirements
Respondents will be required to provide evidence of any relevant licenses, certifications and other credentials
that relate to the services that the respondent proposes to provide, as applicable.
1. Workers’ Compensation and Employees Liability, in accordance with New Hampshire State Compensation
laws, and Town of Goffstown policy.
2. Liability Coverage
a. The Town’s purchasing policy requires that vendors provide proof of liability insurance in the
amount of $1,000,000 with the Town named as an additional insured.
b. The Town’s purchasing policy requires workers’ compensation insurance or in the case of a sole
proprietor an Independent Contractor Work Agreement (see Attachment A). Proof of insurance is
to be submitted with the signed contract once the bid award has been made.
c. Liability insurance and workers’ compensation insurance will remain active throughout the project.
Failure to submit may be cause for rejection.
Conditions & Limitation
The Town of Goffstown reserves the right to postpone or cancel this RFP or reject any and all proposals for any
reason. The Town of Goffstown is not liable for any costs incurred by proposers in the preparation of proposals
or for any work performed in connection therein. Late proposals will not be considered for evaluation. All
submission materials become the property of the Town of Goffstown.

I, the undersigned sole proprietor or partner/owner of an unincorporated business named above, agree that
I am an Independent Contractor as outlined in the NH Department of Labor (DOL) Criteria to Establish an
Employee or Independent Contractor (revision 02/01/18) with respect to the Services to be performed and
all such Services I provide shall be performed in accordance with each of the criteria outlined below. I further
agree not to enter into any agreements and/or contracts with any other contractors, sub-contractors,
individuals or entities to assist with any of the Services for this project without the prior, written consent of
the Town of Goffstown.
Criteria to Establish an Employee or Independent Contractor
a) The person possesses or has applied for a federal employer identification number or social security
number, or in the alternative, has agreed in writing to carry out the responsibilities imposed on
employers under this chapter.
b) The person has control and discretion over the means and manner of performance of the work, in that
the result of the work, rather than the means or manner by which the work is performed, is the primary
element bargained for by the employer.
c) The person has control over the time when the work is performed, and the time of performance is not
dictated by the employer. However, this shall not prohibit the employer from reaching an agreement
with the person as to completion schedule, range of work hours, and maximum number of work hours
to be provided by the person, and in the case of entertainment, the time such entertainment is to be
presented.
d) The person hires and pays the person’s assistants, if any, and to the extent such assistants are employees,
supervises the details of the assistants’ work.
e) The person holds himself or herself out to be in business for himself or herself or is registered with
the state as a business and the person has continuing or recurring business liabilities or obligations.
f) The person is responsible for satisfactory completion of work and may be held contractually
responsible for failure to complete the work.
g) The person is not required to work exclusively for the employer.
