Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source order to Northrop Grumman Systems Corporation (NGSC), Melbourne, Florida (FL) under a Basic Ordering Agreement (BOA) for the integration of an updated Tactical Receive Segment (TRS) software suite that includes associated Embedded National Tactical Receiver (ENTR) firmware update into the E-2D aircraft.
This acquisition is being pursued on a sole source basis to NGSC (CAGE 70974) under the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the incumbent contractor NGSC has the manufacturing knowledge and experience required to fulfill this requirement within the time required.
As the sole designer, developer and manufacturer of the E-2D AHE aircraft weapon system, NGSC is the only source with the requisite knowledge, experience, and technical data required to successfully manufacture the aircraft without causing unacceptable delays in meeting the Navy’s operational requirements. In addition, an award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
