GENERAL NOTICE
City of Watertown (Owner) is requesting proposals of purchase and redevelopment for the following:
SURPLUS PROPERTY SALE OF LAKE KAMPESKA TREATMENT PLANT, PROJECT NO. 2623A
Proposals of purchase and redevelopment of the property will be received electronically through Virtual BID until Thursday,September 10th, 2026 at 4:00p.m. local time.
PROJECT SCOPE
The approximately 1-acre Lake Kampeska Treatment Plant property, legally described as “Watertown Water Co Outlot 1 (Water Filtration Plant) Tax Exempt” and situated on Lake Kampeska along South Lake Drive, is being offered for sale “as-is”. The City requests proposals from qualified developers interested in purchasing and redeveloping the property into one that provides substantial benefit to the community. The City welcomes proposals for any lawful use. Each proposal shall include development team information, conceptual plans, estimated milestone dates, economic impacts, purchase price offer, redevelopment costs, and proof of finances.

Request for Proposal Documents may be downloaded from the designated website. Proposers must create a free account with Virtual BID and are urged to register with the designated website as a plan holder, even if Request for Proposal Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Proposal for the Project. All official notifications, addenda, and other Request for Proposal Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Request for Proposal Documents, including addenda, if any, obtained from sources other than the designated website.
