Description

This contract will provide non-personal services to manage, operate, maintain and sustain the COBRA DANE radar system at optimum performance levels identified in an approved COBRA DANE System Requirements Document (SRD), 24 hours/day, 365 days/year, in support of multiple national radar missions including Missile Defense and Space Domain Awareness. The contractor will provide operations and support of site equipment and facilities in accordance with the referenced Performance Work Statements (PWSs) to meet AN/FPS-108 sensor function on a continuous basis. Further, the Contractor shall continue to operate and maintain the system in the event of a national emergency, to include declared or undeclared state of war. The Contractor will be the primary system integrator, and will also provide depot spares management, logistic support and Depot Maintenance Support Activity (DMSA).



The Contract Overarching Scope provides scope for on-site operations of the COBRA DANE AN/FPS-108 radar and associated systems to satisfy contract requirements. Individual Task Orders (TOs) or Delivery Orders (DOs) will identify the specific tasks. This contract provides scope for on-equipment Organizational Level (O-Level) maintenance; off-equipment evaluation and troubleshooting maintenance services at the appropriate levels; operations support services; travel services for personnel traveling for temporary additional duty (TAD) or temporary duty (TDY); transportation for personnel and packaging, handling, shipping and transportation (PHS&T) for moving equipment and supplies; coordination with and information to the EAS Base Operations Support (BOS) contractor; Depot Level (D-Level) maintenance; maintenance support for Unprogrammed Depot Maintenance; management of all aspects of the contract; quality control activities, ensuring the performance of products, subcontractors and vendors; entering into Associate Contractor Agreements (ACAs); integrated systems engineering and sustaining engineering support; integrated product support; cybersecurity support; acquire, format, assemble, reproduce, package, ship, manage, provide and store all required deliverable data as specified in the contract and/or TO/DO requirements document(s) as applicable; execute data repository services; training services, devices, accessories, aids, equipment and parts used to facilitate instruction through which personnel will learn to operate and maintain the COBRA DANE AN/FPS-108 radar and associated systems; Systems Integration Lab services; obtain and/or validate engineering data on the performance of hardware, software and firmware changes; procure spares, warranties and licenses for hardware, software and firmware, communications networks and infrastructure associated with hardware and software modifications; equipment replacement and repair; demilitarization and disposal; plan, organize, direct, coordinate, execute, control, approve, document and report on all assigned actions to execute projects the Government establishes by issuing TOs/Dos; and transition phase-in and phase-out.
