Should each of the five "parts" in section "4.08 EVALUATION DOCUMENTATION REQUIREMENTS (OCT 2023)" be a separate PDF? (Part I Technical Proposal, Part II Price Proposal, etc.): Yes
For the "parts" in section "4.08 EVALUATION DOCUMENTATION REQUIREMENTS (OCT 2023)" is it implied that the "copies" (ex ."Part I Technical Proposal (Factors 1, 2, & 4) (3 copies)" ) are for hard copy submittals only, not electronic?: Electronic submittals required .
In section " 1.06 LIST OF RLP DOCUMENTS (OCT 2024)" it states "In addition to the documents identified above, this RLP package includes additional agency requirements containing sensitive information that is only available to Offerors upon request to the LCO or Alternate Government Contact as listed under Section 1 of this RLP." - Is this document required to be included in the response as well as stated in section " 4.08 EVALUATION DOCUMENTATION REQUIREMENTS (OCT 2023)"Â (First sentence - "All forms included in the RLP must be completed in their entirety and submitted.") Would you please also send a copy of these documents?: No additional agency requirement documents available to Offerors .
In section "4.08 EVALUATION DOCUMENTATION REQUIREMENTS (OCT 2023)" the Parts go from "Part III Past Performance" directly to " Part V Miscellaneous". Should there be a Part IV or is this a typo?: Part IV is missing. It should include the following:
Part IV Tenant Improvements Cost Summary (TICS Table)
The Tenant Improvements Cost Summary Table (TICS) table is a tool for calculating and recording a lessor s proposed tenant improvement (TI) costs. The table allows for all the functional elements of a building (roofing, HVAC, electrical service, plumbing, etc.) to be clearly separated into shell and tenant improvement categories ..
The table outlines all the respective trades that must be represented for a competitive proposal process among subcontractors for tenant improvement work, if there is an absence of sufficient competition from the general contractors. The lessor inputs the proposed costs for each of the indicated elements, which are broken out into shell and tenant improvements categories. Please be sure to read the Instruction and Shell-TI definitions tabs before completing this form

Should Exhibit J, Security Unit Price List be completed at this stage? The top of the form states "to be filled out post-award." Form to be completed post-award ..
It's not mentioned in RLP section "4.08 EVALUATION DOCUMENTATION REQUIREMENTS (OCT 2023)", but shouldn't Exhibit K, Tennant Improvement Costs Summary - TICS be included in "Part II Price Proposal (Factor 5)" ? Does this form need to be completed at this stage of the proposal? TICS is Part IV which was missing from the RLP Submittal requirements
In RLP Section 3.06 ADDITIONAL SUBMITTALS (OCT 2024), subsection S. the first paragraph discusses LEED certification and the second Green Globes. Which is required for this proposal? It can be either LEED or Green Globes .
Should information not specifically mentioned where to include be added to Part V Miscellaneous? (ex. many of the forms, information listed in 3.06 ADDITIONAL SUBMITTALS, org chart/resumes, etc.): Additional Submittals may be added to Part V-Miscellaneous
Is there a MB limitation for the emails? Will documents sent through ShareFile be acceptable?: ShareFile is acceptable
Would the VA consider extending the proposal due date? : The VA intends to extend the due date to September 12, 2025 ..
Section 3.06 S and T of RLP 36C24725R0008 shows requirements for Green Globes and LEED.
Section 3.48 and 3.49 of Lease 36C24725L0013 Green Globes, LEED and LBC requirements. See instructions to Offeror. Do not use this L100 form at this time ..
Would the VA consider removing all LEED and LBC requirements and using Green Globes? The VA accepts LEED and/or Green Globes building rating systems .
Can the Agency clarify Green Building Ratings?
Section 3.07 of RLP 36C24725R0008 states Tenant Improvement Allowance Pricing while also showing intentionally deleted.
Section 3.08 states Turnkey Pricing With Design Intent Drawings Prior to Award.
Section 4.01 of the Lease states Design Intent Drawings following Lease Award: See instructions to Offeror on L100 form .
Section 3.09 states an allowance of $12.00 per ABOA SF for BSAC.
Allowance Pricing and Turnkey Pricing are contradictory.

In our first set of clarifications, the Agency clarified that the intended method of Tenant Improvement pricing was Allowance Pricing, with a BSAC amount of $12.00 per ABOA. Can the agency clarify the TI Allowance intended to be inserted into Section 3.07 A 1 and 2:
The VA does not intend to insert an estimated TI Allowance per ABOA into sections 3.07 A1 and A2 ...
