For the provision of
Whitehall Road Improvements at Healan’s Head’s Mill
Hall County, Georgia Board of Commissioners (herein “County”) is soliciting proposals from road paving companies to improve an existing unpaved roadway, Whitehall Road, by grading and paving approximately 1,600+/- linear feet continuing northeasterly ending at the existing cul-de-sac on Whitehall Road. This project includes the addition of granite header curb and gutter, storm sewer, sidewalks with handrails, retaining walls, and pavement striping. The County seeks to award one (1) contractor for the Services.

Bidding Process:

Evaluation and Selection:
The County will evaluate all submittals in accordance with the Official Code of Hall County, Georgia 3.10, and as further detailed herein. The County will evaluate proposals using a two-step process using a 1,000-point scale. Point values are based on a 20/80 split. The first is the Technical Qualifications Proposal that outlines the bidding firm’s qualifications and experience, and its approach to the work. This step is worth up to 200 points (20%) of the total evaluation. The second step is the Cost Proposal worth up to 800 points (80%) of the total evaluation. The Evaluation Committee will evaluate the proposed cost for such services to determine the best value in the interest of the County. The Bidder with the highest total point score closest to 1,000 will be the apparent contract award winner. The apparent award winner may be asked to enter negotiations with the County.
Bonds
: A bid bond of five percent (5%) is required to be submitted with this bid response along with a letter of bondability.
