WINSTON-SALEM / FORSYTH COUNTY UTILITIES

Pursuant to N.C.G.S. 143-128 and 129, sealed bid proposals endorsed “Tanglewood Force Main

Improvements, FB26264” will be received by City/County Purchasing, 101 N. Main Street, Winston-

Salem, NC 27101 until 2:00 pm, July 29, 2026, at which time all bids will be publicly opened and read

aloud in City Hall Room 16. The City reserves the right to reject all bids or any portion of any bid they

deem necessary for the best interest of the City, to accept any item or group of items unless qualified by

the bidder, to acquire additional quantities at the prices quoted on the Bid Form. Should less than three

bids be received, the project will have to be re-advertised.

Contractors must be properly licensed as required by Chapter 87 of the North Carolina General Statutes

- at time of bid opening - to perform the work described herein as the general contractor and must have

the proper licensing governing their respective trades. A 5% Bid Bond will be required at time of opening

bids. 100% Performance & Payment Bonds will be required of the awarded contractor.

Scope of work includes the construction of a relocated force main from the existing Tanglewood pump

station. The work consists of the construction of approximately 19,980 LF of 20” force main, 161 LF of

24” gravity sewer, 10 air release valves, 422 LF of 36” casing pipe, installation of new pumps at the

Tanglewood pump station and other miscellaneous work.

Compliance with the City/County Utility Commission's Minority and Women Business Enterprise

program is required on this project. The M/WBE subcontracting goals for this project are 6% MBE and

4% WBE and must be met separately.

A non-mandatory virtual pre-bid conference will be held at 10:00 AM, July 8, 2026, to summarize the

project scope, answer any bidder questions, and announce the M/WBE subcontracting goals and program

requirements for this project. To obtain the virtual pre-bid link please email Catherine Knisley at

Faith Effort that is required of bidders.)
