Background and Purpose
In the summer of 2021, the Dixie Fire burned nearly one million acres across five counties in
Northern California, with Plumas County being the most impacted. The fire burned for three
months and devastated several communities in Plumas County including the Town of Greenville.
Among Plumas County facilities lost were the Greenville Town Hall, Greenville Library and
Greenville Sheriff Substation. In response, Plumas County seeks to evaluate opportunities for
replacement and long-term recovery. The County intends to explore various consolidation
scenarios and preliminary construction cost estimates to support decision making regarding the
replacement of these public facilities. In addition, the County seeks to finalize the design and
develop construction documents for an approximately 3.67-acre conceptualized park/green
space. The objective of this effort is to identify feasible, cost-effective, and sustainable solutions
that meet current and future community needs while informing subsequent design, funding, and
implementation strategies. This project may be completed in phases due to budget constraints.
