Could the County clarify the distinction between Selection 1 and the disciplines listed under Selections 2 and 3? Specifically, if a firm provides architectural or engineering-related services that may overlap with disciplines in Selections 2 or 3, how should the firm determine the appropriate category under which to submit qualifications? 9/21/2026 12:04:28 PM Selection 1 is intended for firms providing comprehensive architectural and/or engineering services, where the firm serves as the prime consultant and is capable of delivering overall project design and coordination, either through in-house staff or through subconsultants. Architectural and engineering disciplines such as civil, structural, mechanical, electrical, plumbing, landscape architecture, and other supporting specialties may be included as part of the firm's team under this selection. This approach is consistent with qualification packages submitted for architectural and engineering projects, where a prime firm assembles and manages the required specialty consultants.
Selections 2 and 3 are intended for firms seeking consideration in a specific discipline or specialty service area rather than as a provider of comprehensive architectural or engineering services. Firms should submit under the discipline that most closely aligns with the primary service they intend to provide to the County.
If a firm's services could reasonably fit within both Selection 1 and one of the specialty disciplines listed under Selections 2 or 3, the firm should determine its submittal based on the role it intends to perform. Firms seeking to act as the lead architect/engineer responsible for overall project delivery should submit under Selection 1. Firms wishing to be considered only for a particular specialty discipline should submit under the applicable discipline listed in Selections 2 or 3.

We noticed that paragraph 2 of the Employment Eligibility Verification form may be missing the word “or” before “by signature and submission.” As written, signing appears to certify that the contractor has no employees, which would be inaccurate for an employer using E-Verify. Could you please confirm the intended wording and provide completion instructions or a corrected form for contractors with employees? 9/23/2026 9:57:31 AM The Contractor verifies its compliance with the E-Verify System by listing its E-Verify System Number on this document. By signing and submitting this contract, the Contractor certifies that it either does not employ any employees or, if it is an individual, is not an unauthorized alien as defined by Florida Statutes. Do we have to include a cover since it counts towards the page limit, or can we combine the cover and TOC as one page? Tab 4 – Location requires submission of a current business tax receipt from where the business resides. Sarasota County repealed its Local Business Tax Receipt requirement in 2024. As an alternative, would the District consider a brief explanatory statement together with a Florida Department of State (Sunbiz) registration as acceptable documentation to satisfy this requirement, or would the District prefer a different form of documentation verifying the office location and place of business? 9/25/2026 3:48:52 PM In lieu of a Business Tax Receipt, the firm may submit documentation demonstrating that the business is legally registered and operating at that location, such as: A Sunbiz registration showing the business address; A local occupational license or registration, if applicable; A lease agreement, utility bill, or other official document identifying the business location; or A brief statement explaining that the local jurisdiction no longer requires or issues Business Tax Receipts.
