Notice of Intent to Sole Source

The Defense Logistics Agency Energy (DLA-E), Fort Belvoir, VA 22060 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government’s intent to Award a Sole Source Firm Fixed Price (FFP w/ EPA) contract IAW Federal Acquisition Regulation (FAR) Part 12 and 13 procedures.

The vendor for this requirement is AML Global, which has formed a strategic partnership with PTT Oil and Retail Business Public Company Limited. This collaboration is based at Phuket International Airport (PIA) in Phuket, Thailand (ICAO: VTSP). Under this arrangement, AML Global will be tasked with providing essential services, including into-plane fueling and reserve storage support, to meet the requirements of this operation. Their role will involve ensuring the efficient and reliable provision of fuel services at the airport, in line with operational standards and requirements.

DLA Energy requires into-plane and reserve storage capability for the following:

Into-Plane - Phuket International - Thailand - Fuel Type: Aviation Fuel (JA1) - Quantity:100,000 USG

Reserve Storage - Phuket International - Thailand - Fuel Type: Aviation Fuel (JA1) - Quantity: 1,000,000 USG

This procurement is being conducted using commercial item procedures pursuant to Federal Acquisition Regulation (FAR) Part 12 and FAR Part 13, specifically FAR 13.106-1(b)(1), allowing the Contracting Officer (KO) to solicit from one source.

The North American Industry Classification System (NAICS) for this requirement is 324110. The Product of Service Code for this requirement is 9130. This will be a small business under the Small Business Administration (SBA) size standard for this sector.

This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available, and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.

If any vendor believes they have the necessary access and capability to provide continuous, uninterrupted into-plane support at PIA, along with reserve storage fuel at PIA and additional storage in the surrounding area (within 500 kilometers from PIA), please submit your response to the email address below. All interested parties must be able to provide documentation confirming their role as the sole fuel provider at PIA, or a letter of agreement, commitment, or partnership with the current fuel provider at PIA.
