Are there any restrictions on using lifts or scaffolding in certain areas? Are there anchor points available for suspended cleaning?
VA Response - Building 1 is the only building that has anchor points and scaffolding and building 6 it is recommended that a lift is used.

Are there specific safety or infection control measures required for interior window cleaning in medical areas?
VA Response No, our internal EMS department will clean all internal windows in patient care areas.

Are there any specific coatings or materials on the windows that require special cleaning solutions or techniques?
VA Response No.

Will all interior windows be fully accessible during normal working hours, or will some areas require off-hours work?
VA Response A lot of the interior cleaning will have to be done after hours. This will be coordinated with the COR.

Are there any specific inspection or approval processes required after cleaning is completed? If so, what is the process?
VA Response The COR will inspect each building as it is completed.

Can contractors use on-site water sources, and are there any environmental restrictions on wastewater disposal?
VA Response Contractor can use on-site water sources. There are no restrictions on wastewater disposal.
Are there any time-of-day restrictions for completing the work, such as patient care areas requiring after-hours service?
VA Response - A lot of the interior cleaning will have to be done after hours. This will be coordinated with the COR.

Will there be on-site storage available for equipment and supplies, or will daily setup and removal be required?
VA Response There is no on-site storage

If weather conditions prevent exterior work, will there be flexibility in the schedule to accommodate delays?
VA Response The COR will check the weather for the time frame but if it should rain and it is heavy or a storm for safety reasons a pause or reschedule would have to take place.

Is there a detailed inventory of window sizes and types?
VA Response Square footage calculations were performed by an engineering technician using the architectural drawings to include both side of all windows for each building listed. We do not have measurements for individual window size.

Do any windows have tinting, UV film, or coatings that require special handling?
VA Response - No

Will the VA provide access to water sources?
VA Response - Yes

Is there a preferred sequence in which buildings should be cleaned?
VA Response No

Are there designated quiet hours when window cleaning should not occur to avoid disturbing patients?
VA Response No, our internal EMS department will clean all internal windows in patient care areas.

Will a lift be required for cleaning any interior windows?
VA Response Yes, please refer to the Performance Work Statement

Are contractors required to remove security bars for window cleaning, and if so, what specific protocols must be followed to ensure their security is not compromised upon reinstallation?
VA Response - No

What are the dimensions of the windows? What is the size of the largest window that will require cleaning?
VA Response Square footage calculations were performed by an engineering technician using the architectural drawings to include both side of all windows for each building listed. We do not have measurements for individual window size.

Are there any frames or screens that need special consideration during the cleaning process?
VA Response No

If one encounters a broken or cracked window, or any other hazardous condition, what steps need to be taken on how the window(s) is handled?
VA Response Inform the COR before proceeding.

Are there any restricted cleaning solutions or cleaning equipment that should not be used besides what is listed in section 7.3.1?
VA Response - Before starting there will be a safety briefing and inspection of all equipment and material and all cleaning solutions.

Are there any specific window types that require specialized cleaning?
VA Response No

Will the VA provide a schedule of occupied versus unoccupied periods for each facility to facilitate cleaning?
VA Response Interior windows in offices and exam rooms will be cleaned unoccupied. The COR will let the contractor know in advance what rooms are unoccupied.

What are the VA s expectations for post-cleaning inspection and quality assurance? Is there a checklist or standard that will be used to evaluate the work?
VA Response Refer to the Quality Assurance Surveillance Plan (QASP) posted to SAM.gov

Are there any known hazards or obstructions the contractor should be aware of?
VA Response - No

The solicitation mentions screens and safety bars should be removed (2.2.1), however removal of safety bars can compromise the security and integrity of the bars. What type of security bars are in place and how many are there?
VA Response There are no safety bars or screens. This language will be removed from the resulting contract.
Typically, safety bars are bolted on very well and not designed for removal, if bolts are not able to be untightened and removed for proper cleaning, what protocol is in place?
VA Response There are no safety bars or screens.

Can wastewater and cleaning solutions be disposed of through the regular sewer system or are there any special considerations that need to be taken?
VA Response Yes.

Since the site visit isn t until 4/9/25, will questions be accepted after the site visit?
VA Response As found on page 66 of the solicitation, the site visit will be held on
4/10/2025 at 9:00 AM PST. The deadline for questions is extended to 4/14/2025 at 13:00 PST. The solicitation response due date is extended until 4/21/2025 at 15:00 PST.
