Section 1. General and Administrative Information
A. Purpose
Subject: Bid Solicitation – Air-Cooled Chiller Replacement & Thermostat Upgrades
New Hope Baptist Church, ~50,000 sq. ft., 2-story, 5202 Watkins Drive, Jackson, Mississippi 39206
New Hope Christian School (NHCS) is issuing this Request for Proposals (RFP) to licensed Mississippi
mechanical contractors for the replacement of the existing air-cooled chiller and upgrading the controls
system. The recommended basis of design is a Trane Ascend ACS215 (approx. 215-ton) air-cooled scroll
chiller, replacing the existing 270-ton RTAA unit. The existing machine has a history of low-load trips
(low suction pressure); per operating history, one circuit was down (≈60% capacity) for the 2025 cooling
season with no loss of comfort. Our scope also includes rework of chilled-water (CHW) piping as needed,
verification and TAB balancing of CHW flow, and a controls system using networked (smart) room
thermostats.
This package includes instructions to bidders, a detailed scope, a proposal form, and specifications.
Drawings and photos will be included in the appendix for reference.

C. Building Description
New Hope Christian School (NHCS) traces its origins to the New Hope Christian Kindergarten and Day
Care Center, founded in 1982 through divine inspiration led by Reverend Dr. Jerry Young, Pastor of New

Hope Baptist Church. Located at 5202 Watkins Drive in Jackson, MS, NHCS educates approximately 150
students from kindergarten through sixth grade. NHCS does not discriminate based on race, gender, or
religion. It operates within the New Hope Baptist Church Family Life Center, a roughly 50,000-square-
foot, two-story building that is both cooled and heated. The center features fourteen classrooms, a
library, administrative offices, a kitchen, a computer resource center, and a gymnasium. NHCS moved
into this facility shortly after its completion in 1997. The mission of NHCS is to prepare students to be
Christian role models and leaders who value character over career, wisdom over scholarship, and service
over self. The school’s motto, “If God is in it, then we can do it,” gained renewed significance during the
COVID-19 pandemic, inspiring faculty, staff, students, and families to persevere. Like others worldwide,
NHCS quickly implemented protocols to ensure student safety while upholding its core educational
mission. In-person classes were suspended in March 2020 due to public mandates. During the
pandemic, student enrollment fell from an average of 125 to around 75 students. NHCS administrators
installed air filtration systems throughout classrooms, hallways, and the cafeteria/kitchen in preparation
for a phased reopening of hybrid classes in November 2020. These measures offered some protection;
however, the school's outdated HVAC system proved ineffective when working with these new
measures. Therefore, NHCS plans to upgrade the existing HVAC system to a new, appropriately sized,
and energy-efficient HVAC system, along with new smart thermostats that enable proper HVAC zoning.

Section 2. Submission Requirements
A. Submission Deadline and Delivery Method
Proposals must be delivered in hard copy (printed) to the Solicitation Coordinator designated in
Section 1 no later than 5:00 p.m. CST on Wednesday, December 3, 2025. Proposals must be submitted
in a sealed envelope.
Proposers mailing their proposals should allow sufficient mail delivery time to ensure receipt of their
proposals by the date and time specified above. Fax or e-mail submissions are not acceptable and will

be disqualified from consideration.

The proposer is solely responsible for ensuring that its courier makes inside deliveries at the specified
location. The proposer is solely responsible for the timely submission of its proposal. Failure to meet the
proposal submission deadline will result in rejection and disqualification from consideration. The
proposer is solely responsible for all costs related to proposal preparation.
B. Number of Copies
Each Proposer shall submit one (1) signed original proposal, clearly marked or differentiated from
copies. The original will be retained for incorporation by reference into any contract resulting from this
RFP. Additionally, seven (7) copies of the proposal must be provided.
C. Required Signatures
The Bid Proposal and all required attachments (i.e., Supplemental Terms- Attachment II) must be signed
by a company official or agent duly authorized to sign proposals or contracts on behalf of the organization
or entity.
D. Mandatory Site Visit
All proposers MUST attend a mandatory project site walk-through on Thursday, November 6, 2025, at
2:00 p.m. (CST) at New Hope Christian School (NHCS) located at 5202 Watkins Drive, Jackson, MS
39206.
E. Corporate Requirements/2 CFR § 200.501 Compliance
Proposers must be registered entities and in good standing under the laws of the State of Mississippi
and certified to conduct business in the State of Mississippi, pursuant to laws, rules, and regulations
established by the Mississippi Legislature and the Mississippi Secretary of State, before entering a
contract with NHCS.
Proposers must also be registered with the System of Award Management (SAM.gov) before submitting
a proposal. Proposers must maintain an active SAM registration with current information, including
information on a recipient’s immediate and highest level owner and subsidiaries, as well as on all

predecessors that have been awarded a Federal contract or grant within the last three years, if
applicable, at all times during which it has an active Federal award or an application or plan under
consideration by a Federal awarding agency. Proposers must provide NHCS with their SAM unique
entity identifier (UEI #) in their Proposal. Proposers must not be suspended or debarred from
conducting business with government entities and must not have any outstanding federal debts owed.
Proposers must provide NHCS with proof of their registration in SAM and comply with all audit
requirements as specified by the State of Mississippi and 2 CFR § 200.501. A list of suspended or
debarred parties can be viewed online at http://www.sam.gov.
Section 3. Base Bid - Scope of Work
A. Chiller Replacement
1. Provide and install one (1) Trane Ascend ACS215 (or approved equal), air-cooled scroll chiller,
460V/3-phase, with standard ambient controls and factory controls, fused disconnects.
2. Rigging & Crane: Provide all rigging, road closures (if needed), and lift plans.
3. Piping: Demo existing CHW piping and valves; provide new piping as required by new chiller
connections, butterfly valves, insulation with aluminum jacket, flow switch, thermowells, PT
ports, etc., as shown by detail in appendix. Maintain or improve service clearances.
4. Hydronic Cleaning & Fill: Drain, chemical clean/flush, refill with treated water to match existing
corrosion inhibitor program.
5. CHW Flow & Balancing: Provide Test and Balance (TAB) to commission the design flow of the
chiller and chilled water pump. See §6.
6. Controls/Interlocks: Integrate chiller enable/disable, safeties, and points with existing BAS
where applicable. Provide a local operator interface.
7. Electrical: Provide and install a new electrical connection. Existing electrical is dual point, and
the new chiller is single point. It is the responsibility of this contractor to hire a licensed
electrical contractor to provide and install all new wiring, breakers, panels, etc., for a fully
functioning system. This contractor will verify MCA/MOP and feeder/breaker adequacy under
this project. Replace/resize feeders, conduits, and lugs if required. Provide equipment grounding
per NEC. All existing feeders and breaker sizes must be field-verified for MCA/MOP, with any
upgrades included in the base bid.
8. Condensers/Placement: Set on existing pad and modify as required. Verify airflow clearances;
re-orient if required.
9. Startup: Factory-authorized startup, 3-year parts and labor warranty, including refrigerant
required, starting from the date of substantial completion. The manufacturer to include all
extended warranties to ensure the warranty date starts on the day of substantial completion.
10. Training: 2-hour owner training for operations & maintenance.
