The City of Pasadena is launching a pilot project to implement a Software as a Service (SaaS) solution that automates the creation and maintenance of organizational charts. This pilot will focus on the Water and Power Department, covering 442 budgeted positions across 12 locations, and is designed to scale citywide to approximately 2,000 employees across 100 locations. The solution will integrate seamlessly with the City’s Tyler Munis system, ensuring accurate, real-time workforce data with minimal manual effort.
The goal is to provide a dynamic, user-friendly platform that supports multiple organizational views, incorporates key data elements such as underfills, vacancies, and employee photos, and offers robust visualization tools for improved clarity and interactivity. The system must be SaaS-based, fully integrated (not custom-built), and require less than 80 cumulative hours of integration effort.
This initiative will enhance transparency, streamline workforce planning, and reduce administrative burden, setting the foundation for a scalable solution that benefits the entire City organization.
The City of Pasadena currently relies on manual processes to create and maintain organizational charts, which are time-consuming, prone to errors, and lack real-time accuracy. With over 442 budgeted positions in the Water and Power Department across 12 locations, these challenges are amplified by frequent staffing changes, underfills, and the need to track vacancies and new positions. As the City plans to scale this capability to approximately 2,000 employees across 100 locations, the limitations of manual charting become unsustainable.
An automated, integrated solution will address these challenges by pulling accurate data directly from Tyler Munis, the City’s enterprise system, and presenting it in dynamic, interactive formats. The ability to visualize organizational structures quickly and accurately will improve workforce planning, enhance transparency, and support strategic decision-making. Vendors that can deliver a SaaS-based solution with minimal integration effort (less than 80 hours) and strong scalability will position the City for long-term success.
The ideal solution will not only meet current needs but provide intuitive visualization tools, seamless integration, and flexibility to incorporate additional data elements such as employee photos, underfills, and vacancies—all while maintaining compliance with City IT security standards.
