Request for Information (For Market Research Purposes Only)
Western Area Power Administration (WAPA), Sierra Nevada Region (SNR) requires corrosion mitigation that incorporates surface preparation and application of InduraGuard 9200 coating on 525-kV lattice towers having heights of 450-feet at the crossings of the Sacramento and San Joaquin Rivers in the California Delta. Workers should be expected to complete this work with the 500-kV line energized. This Request for Information (RFI) is to determine the availability of small business firms and other than small business firms that have the capability to perform the work in accordance with the provided Draft Specifications. The contractor shall have extensive experience in the following areas:
• Nondestructive testing and inspection of steel lattice towers and interpreting the results.
• Experience in the surface preparation for and the application of InduraGuard 9200 coating on steel lattice towers in an energized 525-kV environment.
• Experience climbing steel lattice towers and working at heights upwards of 450-feet in an energized 525-kV environment.
•Climbing, fall protection, and rescue certified on energized lattice towers having a voltage of 525-kV.
• Advanced Surface Preparation Techniques beyond general experience. Specific expertise in methods suitable for energized environments, such as ultra-high-pressure (UHP) waterjetting or contained abrasive blasting, to minimize conductivity risks and environmental contamination.
• A proven QA/QC program for industrial coatings, including knowledge of standards from organizations like SSPC (The Society for Protective Coatings) or AMPP (Association for Materials Protection and Performance). This would involve documenting surface profile, dry film thickness (DFT), and adhesion testing.
• Expertise in navigating federal, state (California), and local environmental regulations. This could involve managing abatement (if present), preventing coating materials from entering the nearby rivers and/or local watershed, and protecting local wildlife.
