Description

The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), intends to issue an award to American Society of Civil Engineers, 1801 Alexander Bell Drive, Reston, VA, 20191-4400, a sole source basis utilizing Simplified Acquisition Procedures as outlined in FAR Part 13. The requirement is for multiple physical site licenses for the following journals: American Society of Civil Engineers (ASCE) Journal publications. The license is propriety to ASCE; ASCE Publications is the sole source provider of the complete ASCE Journals Online (1983-present), ASCE Proceedings Online, ASCE E-books & Standards, Civil Engineering Magazine, and GeoStrata Magazine collections.



The ACS electronic titles are as follows:



MSFEB40-Multisite Fee - E-books



ALLP/ALLO-All ASCE Journals – Online



PRAO-Online Proceedings w/ ALL Journals



MSF/MSFERD-Multi-site license fee—ERDC



EBST/EBST2025-2025 E-books & Standards Yearly Add-on

This notice is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.



Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to TriNeciya.C.Winford@usace.army.mil.
