Project Description: Notice is hereby given that Fleetwood Borough will receive sealed bids online via the PennBid Bonfire Program (https://pennbid.bonfirehub.com) until 2:00 P.M., prevailing time on Monday, February 2, 2026, for the Willow Creek Streambank Restoration-Phase II project. The work includes but is not limited to all labor, materials, tools, oversight, dewatering controls, work area safety measures, and mobilization required to provide E&S Controls and complete the stream restoration scope including: in-stream grading, gravel bar removal, purchase and installation of timber log protection, storm pipe, inlet, grading for floodplain mitigation features, landscaping, and all other related site work as indicated or reasonably implied in the contract documents.
All bidding documents will be available online at no cost at https://pennbid.bonfirehub.com beginning at 2:00 P.M. on January 8, 2026.
Bids must be accompanied by a bid bond with a corporate surety authorized to do business in Pennsylvania, in accordance with the project specifications in the amount of 10% of the total bid amount. A Performance Bond in the amount of 100% of the contract shall be furnished by the successful bidder as detailed in the Instructions to Bidders. Prevailing Wage Rates shall apply.
Immediately following the due date and time, all bids received through PennBid will be opened online at Barry Isett and Associates and referred to the Fleetwood Borough for final award. An abstract of the bids received will be available to bidders on PennBid following the date and time that bids are due as indicated above.
A pre-bid meeting will be held at 10:00 A.M. on Wednesday, January 14, 2026, at Fleetwood Borough Office, 110 W Arch St #104, Fleetwood, PA 19522. All bidders are encouraged to attend. Bidders shall submit all questions about the meaning or intent of the Bidding Documents via the “Vendor Discussions” tab in Messages on PennBid, on or before 4:00 P.M. on Wednesday, January 21, 2026. Responses will be provided via PennBid to all registered parties.
Fleetwood Borough reserves the right to accept or reject any or all bids or portions or to waive any informalities in bidding and to withhold award for a period of sixty days.
