INTRODUCTION:
The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Parking Ramp Expansion (Minor) Construction project at the Buffalo VA Medical Center (VAMC) located at 3495 Bailey Avenue. Buffalo, NY 14215.
PROJECT DESCRIPTION:
The Buffalo VAMC is seeking a general contractor to construct a two-level vertical expansion to the top of the existing three-level parking structure. Work includes a new stair tower with two elevators for the whole combined height of the garage, adjacent parking, drop off, and roadway work will be reconfigured. This project also requires the installation of a solar array canopy and contractor will provide off-campus construction impact parking.
Note: The general contractor will be responsible for providing a minimum of two parking lots for the duration of construction. One lot will be located to the north of the Buffalo VAMC and the other lot will be located to the south. Both lots must be located within a 15-minute drive to the Buffalo VAMC. The purpose of the parking lots is to replace on-campus parking impacted/lost during construction.
ADMINISTRATIVE:
The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation will be issued in January of 2025. The period of performance is approximately 730 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers.
