1. INTRODUCTION
The El Reno Airpark Authority (Owner or Authority) is seeking a Construction Manager at Risk
(CMAR) to provide preconstruction and construction services for the Hangars 5 and 6 Project at the
El Reno Regional Airport.
The CMAR will work under a Guaranteed Maximum Price structure and will provide design review,
scheduling, cost estimating and control, value engineering, constructability evaluation, bid-package
development, procurement coordination, construction administration, and other services necessary
to complete the Project.
The CMAR will coordinate closely with the Authority and the selected architectural and engineering
design professional. Depending on the timing of the two selection processes, the design professional
may be selected before or after the CMAR. The Project emphasizes delivery of two functional new
hangars, maximum practical reuse of the original Hangar 1, preservation of its architectural spirit and
character, cost control, schedule management, and the continued safe operation of the airport.
2. BACKGROUND AND ANTICIPATED PROJECT SCOPE
The Authority plans to construct two new aircraft hangars, designated Hangars 5 and 6, at a new
location within the El Reno Regional Airport. The facilities are intended to expand the airport's
available hangar capacity and support its current and future aviation needs.
The current planning basis is two hangars of approximately 9,696 square feet each, approximately
101 feet by 96 feet, for a combined building area of approximately 19,392 square feet. The
anticipated site is the building pad east of existing Hangar 3. Final dimensions, configuration, siting,
and scope will be established through design and approval by the Authority.
Structural components and other materials recovered from former Hangar 1 are being stored at the
airport for potential incorporation into Hangars 5 and 6. The Authority intends to reuse as much of
the original structure and related materials as practical. The design professional and CMAR will
evaluate, document, and coordinate the repair, modification, supplementation, and incorporation of
those materials while maintaining safety, functionality, economy, schedule, code compliance, and
long-term performance.
The design of Hangars 5 and 6 should also mirror the spirit of the architectural design of former
Hangar 1. The design professional and CMAR will work with the Authority to identify the defining
forms, proportions, materials, detailing, and other visual characteristics that should be reflected in
the new buildings, even where original components cannot be reused.
The CMAR will be expected to help the Project Team evaluate alternatives, coordinate the two-
building program, and develop a practical construction approach that delivers the best overall project
within the approved budget and schedule.
2.1 Anticipated Construction Program
The following program reflects the current project concept and is provided to communicate the
anticipated nature and extent of the Work. It is preliminary, may be refined during design, and
remains subject to Authority approval:
* Incorporate reusable red steel framing, bow trusses, hangar doors, roof metal, and other suitable
components recovered from former Hangar 1 into the two new buildings.
* Construct new foundations and concrete slabs; erect and supplement the structural systems; and
provide wall sheathing, trim, gutters, downspouts, interior wall liner panels, and related building-
envelope work.

4. PROJECT DELIVERY SYSTEM
The delivery system for this Project is Construction Management at Risk. Under this method, the
Authority will obtain preconstruction services from the selected construction manager before
establishing the construction cost through one or more Guaranteed Maximum Price amendments.
The CMAR will serve as a member of the Project Team with the Authority, design professional,
airport representatives, and other consultants. The CMAR will use its construction expertise to
support design review, scheduling, estimating, value engineering, constructability analysis,
development and coordination of bid packages, procurement, construction administration, safety,
and project closeout.
The CMAR must be recognized as a qualified construction manager and maintain current
registration with the Oklahoma Office of Management and Enterprise Services as required by
Oklahoma law. Procurement and performance of construction work will comply with the Public
Construction Manager at Risk Services Page 5

El Reno Airpark Authority | Hangars 5 and 6 CMAR RFQ No. 27-001
Construction Management Act for Political Subdivisions, the Public Competitive Bidding Act of 1974,
and other applicable requirements.
5. PROJECT BUDGET
The anticipated total Project budget is $2,000,000. The budget is preliminary and is expected to
include construction costs, CMAR and design fees, contingencies, and other project-related costs.
The final allocation will be established as planning and design advance.
The Authority, design professional, and CMAR will work collaboratively to define a scope that can be
completed within the Project budget. Building configuration, site requirements, utility and paving
needs, construction-market conditions, regulatory requirements, the condition of salvaged
components, and the cost of incorporating those components while reflecting Hangar 1's
architectural character may affect the final scope. Delivering two complete and functional hangars
within the approved budget is a high priority.
6. PRELIMINARY PROJECT SCHEDULE
Design is expected to begin as soon as practicable following selection and contracting with the
design professional. The construction start date will be established during project planning and
design. The desired Project completion date is on or before December 31, 2027.
The selected CMAR will prepare an initial master Project schedule within three weeks after receiving
notice to proceed with preconstruction services. The schedule must integrate planning, design,
regulatory approvals, preconstruction activities, bid-package procurement, long-lead acquisitions,
construction, commissioning, closeout, and work performed by other parties.
7. CMAR SCOPE OF WORK
The following summary provides a general understanding of the Authority's expectations and is not
all-inclusive. Final duties will be established in the negotiated Owner and CMAR agreement.
7.1 Preconstruction Phase Services and Activities
Preconstruction services will begin upon notice to proceed and continue through Authority approval
and execution of the applicable GMP amendment. Services are anticipated to include the following:
Project Planning and Meetings: Participate in project planning; attend regular Project Team
meetings; coordinate with the Authority and design professional; and assist with refinement of the
anticipated building program, final site layout, building configurations, phasing options, and
construction approaches.
Hangar Program, Material Reuse, and Architectural Character: Assist the Authority and design
professional in developing the two-hangar program and evaluating building configurations, systems,
site improvements, and construction alternatives. Inspect, inventory, and document materials
salvaged from former Hangar 1; recommend methods to maximize their practical reuse; evaluate
required repairs, modifications, and supplemental components; and help develop construction
solutions that carry the spirit and recognizable architectural character of Hangar 1 into both new
buildings.
Cost Estimating: Prepare and refine detailed cost estimates throughout design. Formal estimates
are anticipated at schematic design, design development, approximately 75 percent construction
documents, and final construction documents. Clearly identify assumptions, allowances,
contingencies, escalation, exclusions, and qualifications.
Construction Manager at Risk Services Page 6

El Reno Airpark Authority | Hangars 5 and 6 CMAR RFQ No. 27-001
Budget Management: Notify the Authority and design professional promptly of conditions or design
decisions that may affect cost. Develop alternatives and recommendations necessary to keep the
Project within the approved budget.
Scheduling and Long Lead Analysis: Develop and maintain a logic-based master schedule
integrating design, approvals, procurement, construction, and closeout. Identify long-lead materials
and recommend early bid packages or other actions needed to meet the required completion date.
Value Engineering and Constructability: Provide ongoing value engineering, systems evaluation,
constructability review, coordination review, and recommendations concerning means, methods,
durability, maintainability, economy, and schedule.
Site and Airport Coordination: Assist with site logistics, access, utilities, permitting, security,
operational phasing, staging, apron and taxiway connections, roadway-barrier coordination, and
measures necessary to avoid unreasonable interference with airport operations.
Cash Flow Planning: Prepare anticipated construction cash-flow projections and update them as
the scope, schedule, and procurement plan develop.
Bid Package Development and Procurement: Work with the Authority and design professional to
develop complete bid packages, bidder lists, procurement schedules, pre-bid procedures, addenda,
bid evaluations, and written award recommendations.
Guaranteed Maximum Price: After bids are received and accepted and awards are approved by
the Authority, prepare a GMP proposal or phased GMP proposal. Include bid results, line-item cost
detail, allowances, contingencies, alternates, general conditions, fee, insurance, bonds,
clarifications, assumptions, and exclusions.
Whenever an estimated bid package exceeds the applicable statutory threshold, the package must
be let and awarded as required by Oklahoma law. Multiple packages shall not be used to avoid
competitive-bidding requirements. Any work proposed for self-performance by the CMAR must be
competitively bid under the same terms and conditions as other bidders, and the CMAR may
perform the work only when authorized by law and determined to be the lowest responsible bidder
for that scope.
7.2 Construction Phase Services and Activities
Construction Administration: Provide overall construction administration, supervision,
coordination, staffing, scheduling, and documentation necessary for the Work.
Project Meetings: Conduct regular job-site meetings with appropriate subcontractors, Authority
representatives, the design professional, and other required parties. Prepare agendas, action-item
lists, and meeting minutes.
Monthly Reports and Payment Applications: Submit monthly payment applications accompanied
by a report describing work completed, procurement and buyout status, pending issues, contingency
status, schedule status, progress photographs, and other information requested by the Authority.
Open Book Cost Management: Maintain complete and current cost records, contingency logs,
pending-change logs, bid-savings and bid-loss information, commitments, and forecasts. Project
cost records will be open to the Authority and its authorized representatives.
Change Management: Notify the Authority promptly of potential cost or schedule issues. Provide
sufficient supporting information and alternatives so the Authority can make timely decisions. No
change will be binding without the approvals required by the contract.
Construction Manager at Risk Services Page 7

El Reno Airpark Authority | Hangars 5 and 6 CMAR RFQ No. 27-001
Schedule Management: Prepare and maintain the detailed construction schedule, monitor actual
progress, identify variances, implement recovery measures, and provide regular look-ahead
schedules.
Quality Control: Develop and enforce a quality-control plan; coordinate testing and inspections;
verify compliance with the contract documents; and correct defective or nonconforming work.
Safety and Security: Implement a formal Project safety plan and maintain a safe, secure
construction site appropriate for an active airport environment.
Protection of Property: Protect salvaged materials, existing airport improvements, utilities,
pavements, aircraft-operating areas, and other property affected by the Work.
Records and Closeout: Maintain submittals, requests for information, inspection records, record
drawings, warranties, operation and maintenance information, and other Project records. Coordinate
commissioning, training, punch-list completion, final inspections, and financial closeout.
Warranty Services: Coordinate correction of warranty items and assist the Authority during the
warranty period.
8. OWNER AND CMAR AGREEMENT
The Authority intends to negotiate and execute an Owner and Construction Manager at Risk
agreement with the successful firm. The agreement, general conditions, supplementary conditions,
GMP amendments, drawings, specifications, and other incorporated documents will govern the
parties and will supersede this RFQ to the extent of any conflict.
The written agreement will establish, at a minimum, the CMAR's scope of services, preconstruction
compensation, construction-management fee, reimbursable general conditions and general
requirements, insurance, bonding, recordkeeping, payment, retainage, audit rights, ownership of
documents, termination rights, and other project-related obligations and expenses.
