Medium Landing Ship (LSM) Block 1 Design (Israeli Logistics Support Vessel (ILSV))

The Naval Sea Systems Command intends to issue Solicitation N00024-25-R-2413 to Bollinger Shipyards Lockport, L.L.C., 8365 Highway 308 S, Lockport, LA 70374 for the procurement of the Technical Data Package (TDP) and Associated Rights for the ILSV ship design. The Government intends to solicit and negotiate the proposed contract action on a sole source basis under the authority of 10 U.S.C. § 2304(c)(1) as implemented in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii), “Only one responsible source and no other supplies or services will satisfy agency requirements.” Parties interested in subcontracting opportunities should contact Bollinger Shipyards Lockport, L.L.C. directly.

However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. If a competitive solicitation is issued in the future, it will be announced via SAM, and interested parties must comply with that announcement.
