THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS intends to award a firm fixed price sole source contract under the authority of (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000:

The North American Industry Classification System (NAICS) code for this requirement is 531320, Offices of Real Estate Appraisers. The object of this sole source award is to obtain appraisal services for a land parcel located within the acquisition boundary of the San Diego National Wildlife Refuge in San Diego County, California. The subject land in the subject area has a potential highest and best use for mitigation. This requires highly nuanced, thorough, and sensitive analysis in order to comply with UASFLA. The level of research and supply and demand data required to support mitigation as a HBU is significant, requires long term connections and relationships, and is very time consuming. Similarly, sales data is also very difficult to obtain without long term exposure to this market and the participants. The Recht & Recht Company, Inc has extensive knowledge, experience, and qualifications in appraising land in the subject area which has a potential highest and best use for mitigation. The Recht & Recht Company, Inc has demonstrated to have the skillset required in the completion of 6 other AVSO reviewed and approved appraisals in the area in the past two years. We have found no other appraisers with this skillset or knowledge base. Furthermore, given the previous work completed by the appraiser in the subject area, they are the single reasonable vendor to use to complete this new appraisal request in a timely and cost efficient manner. The vendor is currently engaged in two other appraisal cases in the immediate area with similar characteristics which would provide research efficiencies and product consistencies. Finally, the previous acceptance of similar appraisal for agency use infer a likelihood of continued competence and successful completion of an approved product in these cases.

This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
