The Oldham County Board of Education will receive sealed bids for the furnishing of Cleaning Services for Oldham
County Schools: Central Office, Administrative Annex, and Transportation Buildings – FY 26.
You are invited to submit a sealed bid, subject to the terms and conditions of this invitation to bid. Please read the
instructions and specifications carefully. Failure to comply with these instructions may disqualify your bid.
Sealed bids will be received until 2:00 P.M., December 1st, 2025 at Oldham County Schools, Administrative Annex, 1900
Button Lane, LaGrange, KY 40031 Attention: Stu Martin, Plant and Operations Manager, and then publicly opened and
read aloud. NO BIDS RECEIVED AFTER THIS TIME WILL BE CONSIDERED. The Board of Education cannot
assume the responsibility for any delay as a result of failure of the U.S. Postal Service or other delivery services to deliver
bids on time.
A copy of the bid documents may be obtained by vendors planning on submitting a proposal at the Maintenance Department,
Oldham County Schools, 1900 Button Lane, LaGrange, KY 40031 between the hours of 8:00 AM and 4:00 PM, Monday
through Friday. Any questions regarding this bid shall be directed to Stu Martin at (502) 222-3777 ext. 104.
Bids may not be withdrawn for a period of 45 days after the designated time for receipt of bids.
Envelopes containing bids must be clearly marked on the outside of the envelope that a bid is enclosed and title of the bid.
Bids mailed or delivered by courier shall be inserted into two envelopes, with the inner envelope containing the bid.
The Owner reserves the right to accept any bid, to reject any or all bids, to waive any informalities in bids received where
such acceptance, rejection or waiver is considered to be in the best interest of the Owner, and to reject any bid where
evidence or information submitted by the bidder does not satisfy the Owner that the bidder is qualified to carry out the
details of the contract documents.
Contract Period - The Oldham County School District is seeking a 1 year contract with an option for 4 additional years.
Ninety days before the end of the 1 year contract, the Facilities Department will review the performance of the vendor to
determine the viability of executing the two one-year renewal options. Vendor will be notified of this decision before the
end of the 1 year contract term. The Oldham County Schools also reserves the right to cancel the contract at any time, with
or without reason, with a 60 day written notice.

INSURANCE REQUIREMENTS
The Bidder shall at all times during the contract maintain in full force and effect, Employers Liability, Workers
Compensation, Public Liability and Property Damage Insurance, including contractual liability coverage. All insurance
shall be provided by insurers and policy limits acceptable to the Oldham County Schools and before commencement of
service hereunder, the Contractor agrees to furnish Oldham County Schools with certificates of insurance or other
evidence satisfactory to the Oldham County Board of Education to the effect that such insurance has been procured and is
in force. Such insurance shall be no less than the following amounts:

Current proof of compliance must be kept on file with the Oldham County Schools during the life of the contract. The
Oldham County Schools shall be made aware of any policy changes sixty (60) days in advance of the changes.

REGULATIONS
This Invitation to Bid is issued in accordance with the provisions of the Kentucky Model Procurement Code
(KRS 45A) as adopted by the Oldham County Board of Education. All vendors are advised that procurement
will be conducted under these statutes and regulations, which govern competitive sealed bidding, evaluation,
award, and contract administration. The Board reserves the right to reject any and all bids and to waive any
informalities or technicalities in accordance with KRS 45A.365.
CHALLENGE OF A BID AWARD
A challenge to an award of a bid should be made in writing within 48 hours of the bid opening. Rejection of a bidder or
offerer is a drastic action which must be based upon adequate evidence rather than mere accusation. In assessing adequate
evidence, consideration shall be given to how much credible information is available, its reasonableness in view of
surrounding circumstances, corroboration or lack thereof as to important allegations and inferences which may be drawn
from the existence or absence of affirmative facts. The person or persons making the challenge must provide information
and specifics, in writing, that will allow the District to properly assess the challenge.
