The design and construction of a new school facility in the village of Rachelu, in the Commune of Luncavita, within Tulcea County, Romania.

This is a Pre-solicitation notice only. This is not a Request for Proposal (RFP); there is not a solicitation or specifications available at this time.

This announcement is for information and planning purposes only and is not to be construed as a commitment by the Naval Facilities Engineering Systems Command Europe Africa Central (NAVFAC EURAFCENT), implied or otherwise, to issue a solicitation or ultimately award a contract. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.

In accordance with FAR 36.204, the magnitude of this project is expected to be between $500,000 and $1,000,000. This is a new procurement. It does not replace an existing contract. No prior contract information exists.

Amendment 0001: The purpose of Amendment 0001 is to:(a) Any additional PPIs are due by close of business on 4th February 2025. Any PPIs received after this time will not be responded to. (b) Update the proposal submission date from 11 February 2025 to 20 February 2025 2:00 PM CET(c) Answer Pre-Proposal Inquiry Questions 001-049(d) Changed Section 00 10 00 – Solicitation, Instruction to Offerors to reduce Design Corporate Experience from $100,000 to $50,000.(e) Added five new attachments listed in Section 00 10 00 – Solicitation, Instruction to Offerors regarding PTS specifications (Attachment 7 – 11). Amendment 0002: The purpose of Amendment 0002 is to provide PPI Responses for 0050 - 0055.

Amendment 0003: The purpose of Amendment 0003 is to update the language for Non-Priced Factor, Factor 1 Technical Approach in the Solicitation Instructions to Offerors to include signed letters of commitment.
