SOURCES SOUGHT NOTICE for Emergency Escape Breathing Devices (EEBD), Sole Source, OCENCO M-20.3

Award a follow-on firm fixed price (FFP) Blanket Purchasing Agreement (BPA) on a sole source basis to Ocenco Inc. (CAGE 03WY2), 10225 82nd Ave Pleasant Prairie, WI, 53158-5800, for the acquisition of Emergency Escape Breathing Devices (EEBDs).

The EEBD is a self-contained closed-circuit emergency escape breathing apparatus/device for use in providing breathing air for escape from spaces aboard Navy ships where atmospheres are classified as Immediately Dangerous to Life or Health (IDLH). The EEBD is primarily intended for escape from shipboard smoke and fire. The EEBD is primarily intended for escape from shipboard smoke and fire. The purpose of this FFP BPA is to have a single agreement with original-end-manufacturer (OEM) to purchase EEBDs and EEBD training devices that are Capacity Rating (CAP) 1 certified in accordance with the National Institute for Occupational Safety and Health (NIOSH); with an ordering ceiling of 80,886 units with an estimated value of. The following are estimated quantities and costs of the items being acquired per ordering period:

The estimated duration of the agreements is five years, including a base ordering period with four additional option ordering periods. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This J&A does not authorize acquisition for other requirements. The purchase will be supported with Fiscal Year (FY) 2025-30 Other Procurement Navy (OPN) funds. Ocenco Inc. is the only manufacturer that is CAP 1 certified in accordance with NIOSH, and purchasing from this source on a sole source basis will prevent substantial duplication of costs to the government that is not expected to be recovered through competition and will not cause unacceptable delays in fulfilling the agencies requirements.
