    Instructions & Specifications
    The Columbia County School District, 4781 Hereford Farm Road, Evans, Georgia 30809 (CCSD) is soliciting
    formal sealed bids from qualified companies for interior painting and exterior frontage painting. The schools
    are Blue Ridge Elementary, Lakeside Middle and Baker Place Elementary. The Bid number HC-05-22-26A.
    Mandatory Pre-bid meeting will start at 9:00 a.m. Friday May 8, Blue Ridge Elementary 550 Blue Ridge
    Elementary. Meeting will begin in the front office
    Order of schools to be reviewed at Pre-bid meeting:
    1st Blue Ridge Elementary, 550 Blue Ridge Drive, Evans GA 30809
    2nd Lakeside Middle, 527 Blue Ridge Drive, Evans GA 30809
    3rd Baker Place Elementary, 2011 Hero Way, Grovetown GA 30813
    Change, Bids are due no-later-than June 5, 2026 at 2:00 p.m.
    Vendors to include a price per square foot for additional jobs that may come up through June 2027.
    Vendors to provide price per school pricing with CCSD moving furniture and vendor moving furniture.
    Elementary school schedule dismissal 3:40 pm.
    Middle school schedule dismissal 2:30 pm.
    Areas for painting include:
    Kitchens
    Bathrooms
    Halls are to be painted 2 colors to be determined before start of projects
    Areas with murals or painted words are to be painted over
    Interior and exterior Metal doors and frames
    Wood doors are to be sanded and poly coated
    Areas not to be painted include:
    Closets
    Partition walls
    Storage rooms

    Bid bond requirements:
    Bids must be accompanied by a Bid Bond made payable to the COLUMBIA COUNTY SCHOOL DISTRICT in the
    amount not less than ten percent (10%) of the lump sum bid for the complete work; such Bid Bond representing
    that the Bidder, if awarded the contract, will promptly enter into contract agreement and furnish a Performance
    Bond and Payment Bond, as provided by law and approved by the Attorney for the COLUMBIA COUNTY SCHOOL
    DISTRICT. Each bond shall be equal to one hundred percent (100%) of the contract amount. The Bid Bond will be
    forfeited to the COLUMBIA COUNTY SCHOOL DISTRICT as liquidated damages if the Bidder fails to execute the
    contract and provide Performance and Payment Bonds within ten (10) days after being notified that he has been
    awarded the contract. Certified checks or letters of credit are not acceptable. A surety company licensed to do
    business in the State of Georgia and listed in the Department of the Treasury Circular 570, latest edition, must
    execute bonds. The surety company shall have an A. M. Best Company rating of “AAA” with a financial size of IV
    (4) or better. Bonds must be accompanied by a letter stating bonding company's current rating for verification
    prior to acceptance by the Owner and execution of the formal Owner/Contractor Agreement. Contractor and
    Subcontractor shall require the Attorney-in-Fact who executes bonds on behalf of sureties to attach a certified
    copy of his Power of Attorney.
    Payment will be per completion of each school, net 30 upon receipt of invoice and verification of completion by
    FMO personnel.
    This solicitation does not obligate funds, nor does it constitute a contract, offer of employment, or offer of
    purchase.
    The cost of preparing and submitting a bid is the sole obligation of the contractor.
    The Columbia County School District will accept bids sent by email. Bidders are to consider emailed bids not
    received by Hudson.Chandler@CCBOE.net, until responding email accepting receipt. Email greater than 18
    megabytes exceed our size limit and cannot be received. Electronic Signatures will be accepted on bids.
    Any damage caused to school property or vehicles, and/or injury caused to any persons on school grounds must
    be reported immediately to the school principal and the CCSD, Director of Facilities, Maintenance and
    Operations (FMO). NO EXCEPTIONS! The successful contractor will be notified and provided the damage
    information for their investigation. Any investigation done by the successful contractor must be done as soon as
    possible the same day that the damage occurs. The successful contractor must contact FMO to verbally okay the
    repairs or to dispute the claim. All verbal correspondence must be followed up with a written authorization from
    the successful contractor within 24-hours of incurred damage.
    Contractors must submit, with their bid, at least 3 job references sufficient to demonstrate a company’s
    capability to successfully execute a project of the same scope and size as contemplated in this solicitation (see
    attached Business References Form.) CCSD reserves the right to conduct a reasonable inquiry to determine the
    qualifications of a contractor. The contractor must promptly supply information in connection with such
    inquiry, including, but not limited to, information regarding past performance, financial stability and ability to
    perform on schedule. Failure to promptly supply requested information may result in disqualification of your
    bid.
    By submitting a bid, the Contractor certifies that, to the best of its knowledge and belief: (1) the prices have been
    arrived at independently without collusion, consultation, communication, or agreement, for the purposes of
    restricting competition, as to any matter relating to such prices with any other Proposer, or to any competitor or
    with any officers, agents or employees of the CCSD; and (2) unless otherwise required by Federal or Georgia Law,
    the prices which have been offered in this bid have not been knowingly disclosed by the Proposer and will not be
    knowingly disclosed by the Proposer prior to opening, directly or indirectly, to any other Proposer or to any
    other competitor; and (3) no attempt has been made or will be made by the Proposer to induce any other person,
    partnership or corporation to submit or not submit a bid for the purpose of restricting competition.
