UNION CITY LIBRARY ROOF MODERNIZATION PROJECT
INSTRUCTION FOR SUBMITTING BIDS
The City of Union City is soliciting informal bids from qualified Contractors to complete the project
described herein. Instructions and requirements for completing a bid are described below.
1. Qualifications: Contractor shall possess a valid Class B or C-39, California
Contractor’s license and a City business license at the time the contract is awarded.
2. Project Description: Work generally includes all labor and materials necessary to install
new 60 mill TPO roof system of the Library building. Contractor shall also remove and
replace transition flashing at parapet walls and transitions. Contractor shall replace all
D existing walking maps with new ones. At transitions with exiting tiles, Contractor shall
I Y temporally remove the two bottom rows of tiles to install TPO and re-install existing tiles
B T above the TPO. Contractor shall clean entire (the areas of work only) roof and rainwater
I downspouts, remove all pine needles and other debris. Drains currently do not have
R C grates. Contractor is to add new dome grates to all of the existing drawings. Contractor
O shall water test repaired roof to ensure water leaks are repaired. Engineer’s estimate is
F T $199,000.
T AC Given that this is maintenance and roof repair work, there are no professional design
O T documents. We have marked up a roof plan to better explain the areas of work and scope.
N N Bidders must have visited the site to assess the scope of work necessary, prior to
CO submitting their bids.
3. Mandatory Pre-Bid Job Walk: A pre-bid job walk will be held on Tuesday, June 16,
2026, at 9 am. Please email saul.flores@cumming-group.com (cc:
joseph.harrington@cumming-group.com) if you plan to attend and wait outside the library.
All interested bidders are required to walk the job before submitting a proposal.
4. Obtain Official Bid Documents:
All prospective bidders must be listed on the plan holder’s list to be eligible to bid the
project. To obtain the official bid documents and be placed on the project’s Plan Holder
List, email publicworks@unioncity.org. Please ensure to include the name of the firm, the
name of the contact person, the address of the firm, and a contact phone number with the
request.
5. Bids Due: 2:00 p.m., Thursday, June 25, 2026 (Email submission is preferred, if
submitting hard copy, submit to address below)

Instructions
The bid package is also available for viewing at the various Builders Exchanges
throughout the Bay Area. It shall be the bidder’s responsibility to check the City’s
website from time to time to ascertain if any addenda have been posted, and it will be
the responsibility of the bidder to acquire and acknowledge receipt of the addenda with
their bid.

I responsible for ensuring that the bid was received. A bid bond is required. If selected
R C as the successful bidder, to the conditions described herein, and will return a signed copy

C may request a copy of the original at a subsequent date.
OT TA 8. Bid Award: The bid will be awarded to the lowest responsible bidder that can complete
N N the full replacement before the deadline. And at the discretion of the City’s Public Works
O Director or City Council. Bids are required for the entire work described herein. All blanks
C on the bid schedule must be completed. The City reserves the right to reject any and all
bids, or to waive any errors, discrepancies or irregularities.
9. Prevailing Wage: As a “Public Works” project and pursuant to Section 1773 of the Labor
Code, the general prevailing wage rates for Alameda County shall apply to this contract,
as determined by the Director of the California Department of Industrial Relations.
10. Firm Prices: All bid prices will be held firm for a minimum of sixty (60) calendar days after
the due date for submitting bids.

not be responsible for any errors or omissions on my part in making up this bid.
I agree that this bid may not be withdrawn for a period of sixty (60) calendar days from the date
of the bid opening and that the City reserves the right to reject any or all bids or waive any
irregularity or informality in the bids received.
