Hazardous Waste Disposal Services for the City of San
Mateo
CITY OF SAN MATEO, CALIFORNIA
The City of San Mateo (City) requests proposals from qualified bidders to provide comprehensive
hazardous waste disposal services at the Corporation Yard, located at 1949 Pacific Blvd, San Mateo, CA
94403. Hazardous waste streams are primarily generated from illegal dumping activities in the City and
collected by Public Works staff or from hazardous waste generated at City facilities. The City of San Mateo
is a small quantity generator. Hazardous waste collection is monitored by the Solid Waste division of Public
Works the City’s Corporation Yard and requires on-call collections from a hazardous waste hauler
The City of San Mateo intends to award a contract to one or more Service Provider(s) capable of meeting
all City hazardous waste management needs, including characterization, collection for removal,
transportation, processing, reporting, recycling, and disposal. Waste types and estimated quantities are
outlined in Appendix A - Scope of Work.
In addition, all interested contractors shall have sufficient, readily available resources in the form of
trained personnel, support services, specialized equipment/software, training, and financial resources to
carry out the work.
The total not-to-exceed fee for this contract, inclusive of both quarterly, semi-annual, and/or on-call
service, is $30,000 per year. The term of the contract is for three (3) years with the opportunity for up to
three (3) one-year extensions.
Final negotiation of scope and pricing is expected to take place after Contractor selection.

III. SCOPE OF WORK
As referenced, the purpose of this Request for Proposal (RFP) is to solicit bids from qualified Bidders to provide
comprehensive hazardous waste disposal services. The City intends to establish a (3) year contract to obtain
services on an as needed basis throughout the fiscal year. The services described in this section are
representative of the most commonly requested hazardous waste collection and removal services and are not
intended to be exhaustive.
Bid pricing shall include all labor, supervision, equipment, materials, transportation to and from each site,
handling, processing, recycling (if applicable), disposal costs, and all related fees necessary to perform the
services described herein. Hazardous waste manifests and all required documentation shall be provided to the
City upon completion of each service. All hazardous materials shall be handled, transported, and disposed of
in full compliance with all applicable local, state, and federal laws and regulations. A full description of the
work as well as general provisions applying to all work performed under this agreement, can be found in
Appendix A – Scope of Work.
IV. CONTRACT TERMS
The selected Contractor will be expected to review and be able to enter into the agreement included in this
RFP as Appendix B – Sample Agreement, including meeting the insurance requirements—included as
Appendix C in the Sample Agreement.
V. PROPOSALS
A successful response to this RFP shall consist of the following elements:
1. Cover letter
2. Proposed scope of work
3. Hourly rates for all staff
4. The Contractor’s experience and history in performing this type of work
5. Contact information for the Project Manager
6. Proof the Contractor is compliant with the labor/wage laws as set out in Appendix B, or an explanation
of why this is unnecessary
VI. SELECTION PROCEDURE
Evaluation of the proposals will be conducted by City staff who will review the proposals and assess the
Contractor’s qualifications, experience, and ability to perform the work based solely on the materials
submitted. Staff will make a record of the review using a score sheet. Before final selection of a successful
Contractor(s), the City will approve a final agreement for services using the standard template in Appendix B.
The City reserves the right to clarify any issues or obtain additional information.
The evaluation of proposals will be based on, but not limited to the following:
• Cost
• Ability to perform the required services
• Experience
• Reliability
• Compliance with the specifications
This RFP does not commit the City to enter a contract, nor does it obligate the City to pay for any costs incurred
in preparation and submission of proposals or in anticipation of a contract. The City reserves the right to:
• Make the selection(s) based on its sole discretion
• Reject any or all proposals
• Issue subsequent requests
• Postpone contract(s) start date for its own convenience
• Remedy technical errors in the RFP process
• The City shall have final approval of any third parties or sub-contractors doing work as part of this contract
• The City is not obligated to accept the lowest bid
• Cancel the RFP and reject any and all quotations in whole or in part when it is in the best interest
of the City
• Waive informalities and irregularities in the Requests for Proposals
An agreement shall not be binding or valid with the City unless and until it is executed by authorized
representatives of the City and of the Contractor.
VII. PROTEST PERIOD
• Once all consultants have been notified, bidders have the option to protest the awarding of the project
• Consultants have within (7) calendar days to submit their protest to the City Clerk’s Office after bidders
have been notified of the status for awarding the project
• Protests shall be decided by the Decision-Making Officer (Department Head) or the Department Head’s
designee(s)
• Submit all materials relevant to the protest to the Decision-Making Officer
• The Decision-Making Officer shall render a decision to the protestor after their investigation is completed
• The protestor has (10) calendar days from the date the decision was provided to make a Request for
Review and provide additional documentation for consideration
• The City Manager will review all documentary evidence and make a final decision (5) calendar days before
the proposed contract award date
VIII. SUBMISSION
Each proposer shall submit one (1) digital copy sent via email to Jack Johnson, Waste Management Supervisor, at
jjohnson@cityofsanmateo.org no later than 2:00 p.m. on May 15, 2026. Email submissions shall be labeled “City of
San Mateo SB 1383 Implementation Record Recordkeeping and Reporting.”

Sample Scope of Work
1. Hazardous Waste Services
a. The Bidder shall provide comprehensive hazardous waste disposal services on an as needed basis,
including waste identification, characterization, labeling, profiling, packaging, collection for
removal, transportation, recycling (if applicable), treatment, and final disposal in accordance with
all applicable federal, state, and local laws and regulations.
2. Materials and Supplies
a. The Bidder shall furnish all labor, equipment, containers, labeling, packing materials, and
other supplies necessary for the proper segregation, containerization, handling, storage,
transportation, and disposal of hazardous waste materials.
3. Vehicle and Permits
a. All Bidder vehicles used in performance of the contract shall be properly registered, licensed,
insured, and permitted to transport hazardous waste in compliance with all applicable state and
federal regulations.
4. Regulatory Compliance
a. The Bidder shall remain knowledgeable of and comply with all current and applicable laws,
regulations, and analytical requirements governing hazardous waste management, including those
of the California Department of Toxic Substances Control (DTSC), the U.S. Environmental
Protection Agency (EPA), and all other applicable regulatory authorities.
5. Transportation and Disposal Facilities
a. The Bidder shall ensure that all hazardous waste collected from the City of San Mateo is
transported under proper manifest to appropriately permitted recycling, fuel blending, treatment,
neutralization, incineration, or disposal facilities. The Bidder shall ensure that all transporters and
receiving facilities maintain current and valid permits and approvals
6. Disposal Method Selection
a. The Bidder shall determine and recommend the most appropriate, compliant, and cost-effective
disposal methods consistent with applicable regulations and best management practices.
7. Manifesting and Documentation
a. All hazardous waste shall be properly profiled and manifested in accordance with requirements of
the California Department of Toxic Substances Control (DTSC), the U.S. Department of
Transportation (DOT), and the U.S. Environmental Protection Agency (EPA). Waste shall be
transported under manifest using the appropriate City of San Mateo facility EPA Generator
Identification Number. The Bidder shall provide completed manifests and related disposal
documentation to the City of San Mateo in a timely manner.
8. Licenses and Subcontractors
a. The Bidder shall maintain all required federal, state, and local licenses and permits for the duration
of the contract. The Bidder shall be solely responsible for ensuring that any subcontractors utilized
are properly licensed, permitted, and in good standing.
